BOARD OF COUNTY COMMISSIONERS MINUTES JUNE 19,2024 Commissioner Meeting to convene with Pledge of Allegiance The Pledge of Allegiance was recited at 8:03 AM. Those present were Stan Hitchcock, Dave Hornung, Cory Wall, Jeff Cure, Susan Corliss, Theresa Korbelik, Kelly. Alvarez, Brandon Smith, Alecia Phillips, Kelsey Kaehler, Chris Haas, Andy Aspielman, Angela Hugh, and' Tricia Gale. In-Person Schedule Commissioners Board Room 8:00 AM-C Chris Haas - Next Era Dusty Rose Wind Project representatives - Chris Haas, Brandon Smith, Tricia Hale (NextEra); Alecia Phillips, Kelsey Kaehler (Tetra Tech); Andy Spielman, Angela Hygh (BHFS); Jeff Cure and Kelly Alveraz were present for the project discussion following the Planning Commission meeting. Items discussed were having the towers numbered since there will be two different construction periods, reminder that section lines should be reviewed for possible county roads, gravel pits, transmission line and OEM building will be in the project Repower projects - NextEra is the one doing the most in the industry because more of the same units in the country is more cost effective because the plan is developed then done on lots of projects. Battery Storage is not planned but the projects are being built with that in mind as Stan Hitchcock moved to approve the conceptual plan for the Dusty Rose Wind Project to proceed with the pre-construction planning, seconded by Cory Wall. Discussion was held at 8:50: following the first appointment. There are some updates that need to be made to Land Use Code including clarifying fees, time limit between conceptional and pre-constructional plans, and various typo errors. A public hearing for the Planning Commission will bei needed in. July. The commissioners expressed their thanks for the great job that he did during the Planning Commission meeting. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa Korbelik, and Susan Corliss. 1:001 PM-E Public Health & Environment- Purchase Orders Only See the Board of Public Health agenda and minutes. 1:15 PM- Travis Belden Jail New Hire An orange sheet was presented for a new hire in the Jail to fill the opening left by Aaron McClellan. A new 800 radio and a new VHF radio were requested; a quote from Complete Wireless was presented for aj purchase order next week. The five-year contract for the tasers is coming due. A new five-year contract was presented for upgrades; signing the contract today will lock in the rates but hel has an agreement to amend the contract to start on. January 1, 2025. The equipment will not have warranty for three months making this change. 1:301 PM- Collin Koop Grounds & Buildings Rock samples for the carnival area and arena RV parking were brought in. It was decided to alternate loads from Schlosser's and Halde Ready Mix. The carnival is getting really close; working on lights for the area. He is borrowing a rental to test but has additional ideas. Mechanical Bull will have an area ini the carnival; would like to know how big the tent will be and when it's coming. There was a low turnout for the dance on June 14th. Working on plans fort the September 7th Fall Festival; Little Britches usually is done around 5:30j p.m., the carnival will be running for regular tickets, possibly al local band in the Carousel Park, and checking with Grandstand bathroom damage from over the weekend has been cleaned up. The Fair Superintendent Meeting is on July gth at 71 PM. A trailer load of shavings for the livestock has been ordered to be delivered to the fairgrounds; eight pallets oft bales will be paid for by the 4- HC Council. The Kit Carson County Memorial Hospital is working on their landscaping; therei is al backflow from the courthouse sprinkler system located in the median rock area oft the parking lot. (Note that this was located there before the hospital remodeled and closed 16th Street) Prairie Family Center ifthey would like to do anything. New Items 2.A 2024 Doug Mathis Contract-S $5,400 - Fair & Pro Rodeo Stan Hitchcock moved to authorize the signing of the PRCA Rodeo Announcer Contract for Labor Agreement for Doug Mathis to announce three rodeo performances, no slack, on July 25, 26, and 27, 2024, for $5 5,400.00 and an RV: hook up, seconded by Cory Wall. Rodeo Cory Wall moved to authorize signing the contract with Rodeo Clown & Bullfighter Richie Harris for the three 2024 Kit Carson County Pro Rodeos - July 25, 26, and 27, 2024, at $750.00 for each of3 performances for a total of $2,250.00 and trailer parking with electrical hookup, seconded by Stan Hitchcock. The motion passed by unanimous vote by Dave Hornung. 2.C Solarstone I, LLC Amended Letter of Agreement t- Planning & Zoning Stan Hitchcock moved to authorize signing the Amended Letter of Agreement with Solarstone Limited agreeing to the fee of $180,000 based on their November 16, 2022, application that will be due prior to final approval of the conditional use permit of Kit Carson Solarstone I, LLC, on June 30, 2024, to be extended to September 30, 2024, seconded by Cory Wall. The motion passed by unanimous vote by Dave Hornung. 2.D Opioid Settlement Agreement - Kroger - Administration Cory Wall moved to authorize signing the Subdivision Participation and Release Form - Kroger Settlement in regard to National Prescription Opiate Litigation, MDL No. 2804 dated March 22, 2024, seconded by Stan Hitchcock.
