BOARD OF COUNTY COMMISSIONERS MINUTES JULY 3, 2024 The Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, Theresa Korbelik. In-Person Schedule- C Commissioners Board Room: 8:00 AM- Work Session Commissioner Meeting to convene with Pledge of Allegiance Wall, Stan Hitchcock, Travis Belden, Theresa Korbelik, and Susan Corliss. The Pledge of Allegiance was recited at 8:57 AM. Those present were Dave Hornung, Cory SheriffTravis Belden reported that the patrol would be understaffed until April; requesting that the overtime for the Undersheriff be paid out. CSU Extension Agent Ron Meyers stopped by to thank the Board of County Commissioners for the new equipment building. Brandon Beechley reported that the cement crushing is approaching the 20,000 tons and estimate that there is an additional 10,000 tons that could be done. The board approved crushing an additional 10,000 tons but discussion would need to bel held before crushing any more than that. There are very large chunks that can not be broken down. These pieces could be used in large washout areas. 11:00 AM-Jeff Cure County Attorney The Land Use Code has had several proofreaders review it in the last week for typos. He would like to have the fees for permits revised in the code. Updates were given on the grader backup ticket, longhorns case is waiting on damage figures from two landowners, and the titlework for the transfer site has not changed. 12:00 PM-Lunch The Board of County Commissioners recessed at 12:05 PM: returning at 12:55 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Valerie Boyd, Theresa Korbelik, and Susan Corliss. 1:00 PM - Public Health & Environment- Purchase Orders Only See the Board of Public Health agenda and minutes. 1:301 PM- Collin Koop - Grounds & Buildings The first event for the new carnival was a community success. A few things need to be worked out. The Tilt-A-Whirl cable needed to be tightened after the first hour. A report was given on the workers' schedule for the rides. They have been working in the buildings at the fairgrounds. Several have requested table locations in the grass on' Thursday off fair. Beth Crites, The Sno Shack owner, has made connections for an ice truck to be located at the fairgounds again this year. There are ai few tree branches at the courthouse that need to be trimmed. 20240703 Board of County Commissioners Minutes Page 1 of5 2:00 PM- Virgil George Easement JeffCure returned to assist Virgil George and Board of County Commissioners review the way that the form and process works to gain access to a land-locked property. When there is an existing track to aj property, landowners can agree to continue access and sign an easement form. Ifnot, aj petition will bej presented toi request ai meeting with thel Board ofCounty Commissioners and notify them that there are no signatures on the easement form. The BOCC will talk with the land owners for possible resoultion. Ifno agreement is reached, the BOCC can start the process tol build ai road on the section line. Survey would be at the expense oft the petitioner. The current land-locked property is considered to be at the stage where the commissioners need to talk to the landowners. Additions: Sheriff) Patrol Officers Update Sheriff Belden presented a letter requesting all overtime for the Patrol staff to be paid out instead of offering compensatory time to staffbecause the patrol is and was: short staffed during this time. This request will be funded by the budgeted salary for the department. Banners for World War II Veterans VSO Travis Gale proposed having banners made in honor oft the two remaining Kit Carson County World WarlI Veterans and displaying these at the Kit Carson County Fair & Pro-Rodeo.
