ROCKI COLORADO CITY OF ROCKY FORD - CITY COUNCIL MEETING February 27, 2024 WORK SESSION: 6:00 p.m. Mayor Duane Gurulé, Councilmembers Larry Herrera, Robert Barron, Nicholas Martinez, Nicole Roberts and City Manager Shannon Wallace met for awork session to discuss thet following: Memorandum of Understanding (MOU) between the City of Rocky Ford and thel Rocky Ford Chamber of Commerce; the City of Rocky Ford's proposed purchasing policy and review of municipai code $7.3.20. Others present (in person): J.R. Thompson, Gary Reed and Brian Leikam REGULAR MEETING: 7:00 p.m. Those present at roll call were: Mayor: Duane Gurulé Rocky Ford City Council met in Council Chambers on Tuesday, February 27, 2024. Mayor Gurulé called the meeting to order. Councimembers: Larry Herrera, Robert Barron, Nicholas Martinez, Nicole Roberts and Thomas Mullins Staff: City Manager Shannon Wallace, Public' Works Foreman Cuco Ruiz, Public Works Director Rick Long, and Parks and Recreation Director Stacey Milenski. Others present (in person): J.R. Thompson, Gary Reed and Brian Leikam Mayor Gurulé led the Pledge of Allegiance. Councilmember Roberts read aloud the City of Rocky Ford's Mission Statement PUBLIC COMMENT None ANY CHANGES TO THE AGENDA OR CONSENT AGENDA City Manager Wallace asked to add, under old business, 9.1 Quotes for Golf Course Pump. APPROVAL OF AGENDA AND CONSENT AGENDA Mayor Gurulé explained the agenda and consent agenda to all. Councimember Herrera motioned to approve the agenda and consent agenda as presented. Approval of previous meeting minutes for February 13, 2024 PRESENTATIONS. AWARDS, PROCLAMATIONS None STAFF REPORTS City Manager Shannon Wallace had previously submitted her report bye email, but added thet following: Quotes for the pump at the Golf Course were received and this matter is on the agenda for tonight. Shannon was able to purchase chrome books from the School District and has them available. Public Works Director Rick Long gave Council updates from thel Public Works department from 2023 and into 2024. Much discussion was held. OLD BUSINESS Quotes for pump at Golf Course Three (3) quotes were received. The Country Club Board has recommended that Council accept the cheapest quote. After some discussion, Councilmember Martinezi moved to accept the bid from 1st Choice Irrigation. Councimember Roberts seconded the motion. Voting results were: YES NO ABSENT Motion carried 6-0 NEW BUSINESS Martinez, Roberts, Mullins, Herrera, Barron, Gurulé None Cordova Dee Hostetler - Clean Valley Recycling Mayor Gurulé reported that Dee Hostetler is unable to attend tonight's meeting and Gurulé will provide information during his report tonight. Set Dates for 2024 Clean-up days The City of Rocky Ford's municipal code provides that the City will schedule clean-up days. The proposed dates are April 26th and 27th and September 27h and 28th, It was moved by Councilmember Roberts and seconded by Councilmember Martinez to approve the proposed dates for the City clean-up days. Voting results were: YES NO ABSENT Motion carried 6-0 Roberts, Mullins, Herrera, Barron, Martinez, Gurulé None Cordova Approval of Memorandum of Understanding (MOU) between the City of Rocky Ford and the Rocky Ford After some discussion, Councimember Robert moved to approve and adopt the memorandum of understanding (MOU) between the City of Rocky Ford and the Rocky Ford Country Club (Golf Course). The motion was seconded by Councilmember Martinez. Country Club (Golf Course) Voting results were: YES NO ABSENT Motion carried 6-0 Roberts, Mullins, Herrera, Barron, Martinez, Gurulé None Cordova Bureau of Reclamation Permission to Enter Property Great Plains Region to enter City property to perform impact studies. itv was the general consensus of Council to authorize Mayor Gurulé to sign and authorize permission to the Bureau of Reclamation PUBLIC COMMENT None MAYORAND CITY COUNCIL REPORTS Councimember Herrera reported thet following: Herrera reported that Rocky Ford has a youth 3-point basketball contest winner. Board is finishing up the clubhouse and getting ready for Spring. The Golf Board met and will be changing the course rental to $500 for afull day and will not offer the half-day option. The Councilmember Barron reported thet following: Thanked Stacey and the Parks and Recreation department for clearing the sidewalks at Play Park Hill. The Lion's Club and the Kiwanis are hosting al Pancake Supper on March 4th at the Gobin Building, $8 for adults and $4 for children. Councilmember Martinez reported the following: Nothing to report for tonight's meeting. Councilmember Mullins reported the following: Mullins reported thatt the Museum is busy looking for grants to repair thet foundation. Museum hours are Wednesday and Friday 1-5p.m. Councimember Roberts reported the following: Roberts reported that the Chamber of Commerce Board had ar meeting last Thursday. The Chamber will be hosting an Open House on March 21,2 2024 from 5:30-7p.m. and will also host an Easter Egg Hunt on March 23rd Mayor Gurulé reported the following: Gurulé reported that OCLI/OPImet on February 20h, Gurulé was appointed as the member representative, replacing Marty Lee. Council will need to appoint an alternate, before the next OCLI/OPI meeting on March 18th, to replace Gurulé.
