Mayor Wolfe called the Regular Town Board Meeting to order at 6:00 P.M. Roll Call. Mayor Chris Wolfe, Trustees Paul Sutton, Adam Way, and David Wirtz were present. Trustees Katie Gill, Sean Forey, and John Leonard were absent. A quorum was established. Staff Present Austin Flanagan (Town Attorney), Carrie McCool (Town Planner), Bill Vinelli (Chiefof Police), Ariana Neverdahl (Town Clerk), and Courtney Christensen (Deputy Town Clerk), Dan Lamont (Streets, Ground, and Buildings Director). Amendments to the. Agenda. None. Public to. Address the Board. Petra Bute, 152 Red Rocks Vista Drive. Bute asked the Board to consider allowing short-term rentals and provided thel Board with suggested guidelines. Bute stated that the Town approved al hotel and therefore residents should be allowed to rent their houses. Bute requested the Town place two signs entering the Mt. Falcon trailhead that state "residents only." Trustee Way asked for clarification on the placement of the sign. Bute stated there is currently a sign that says "no Dave Killingsworth, 403 Bear Creek. Avenue. Killingsworth voiced his support for using the water treatment plant staging area for parking after the water treatment plant is built. Killingsworth stated he heard that the parking behind Morrison Inn would be going away and asked that the' Town work with the Fire Marshall to allow parking or parking for bicyclists. Killingsworth stated since he has been in' Town, trespassing" and requested an additional sign that says "residents only." vehicles have made it through the alley. Presentations and Hearings. Resolution 2024-06- A Resolution of the Board ofTrustees Accepting a Petition for Annexation of Five Parcels ofLand Located in Unincorporated Jefferson County and Setting al Public Hearing on the. Annexation. Town Attorney Flanagan stated that the resolution tonight is the first procedural step in the annexation process. The main objective is for the Board to determine ift the annexation petition complies with the state law requirements and is eligible for annexation. Town staff have reviewed the annexation petition and found that it does meet the state law requirements. The second objective oft the Board is to set a public hearing date for the annexation. Town Attorney Flanagan stated the applicants are Trustee Sutton asked to move the public hearing date to either June or August, he will not be available for the. July public hearing date. Town Attorney Flanagan clarified that the public hearing can be pushed toa Trustee Sutton stated he is available for the first Board meeting in August. Town Attorney Flanagan stated he would need to check with the Town Staff, the applicant, and the remaining of the Board Jack Reutzel, Applicant Attorney. Dennis Durham iii. Robert Evans Mayor Wolfe announced the finalists for the Town Manager Position. Residential Occupancy Limits- House Bill 24-1007. Town Attorney Flanagan informed the Board of the new residential occupancy limits outlined inl House Bill 24-007. The house bill voids all occupancy limits based on family status starting. July 1,2024. The Town currently defines family as not more than three unrelated persons living together in a single-family dwelling, starting. July 1,2024, that will no longer be enforceable. The Town can enforce occupancy limits ifiti is aj part oft the fire and building code, ift the Board would like to work on occupancy limits they would need to work with the Town's Fire and Building Official. Town Attorney Flanagan asked for direction on how the Board would like to handle the issue oft the Town's definition of family that will no longer comply with State law starting. July 1,2024. Trustee Sutton asked ift thel Board could amend the Town code to comply with the new law. The Board provided Town Attorney Flanagan to amend the Town code to comply with the state law. Town Attorney Flanagan stated he would bring back an Ordinance to the Board for their review and Water' Treatment Plant Construction Staging Area. Mayor Wolfe stated this is an agenda item for discussion and-asked the Board ifthey had any comments on what they would like to use the water treatment plant staging area for at the completion of the new water treatment facility. Trustee Wirtz asked how big the staging area is. Streets, Grounds, and Building Director Lamont stated Trustee Wirtz stated there has been a discussion of using this property for a new municipal building. Trustee Wirtza also stated that they could use the staging temporarily for parking. Trustee Way stated he would like to see parking up there and have the parking connect to local parks. Trustee Way stated he would like to have a nice entrance to Town and maybe extend the park to the Trustee Sutton stated he was not ini favor of using the staging area for parking. Town Attorney Flanagan clarified that an arraignment is for any traffic citation that is being contested or written as a summons. For example, driving with no insurance or a suspended license. Town Clerk Neverdahl stated the Town submitted their review comments to. Jefferson County on May 10, 2024. Planning Commission Minutes. No oral report. Police Department. Trustee Sutton stated that citations are up from the prior month. Trustee Sutton asked for an update on the speed radar cameras. Chief Vinelli stated the speed radar cameras went live after the last Board meeting after a sixty-day warning period. ChiefVinelli referençed the amount ofs speeding violations included in the Board packet. ChiefVinelli stated when he left the office tonight there were roughly an additional eight thousand citations issued in under two weeks. Chief Vinelli stated there is aj public safety issue in Morrison and informed the Board that he has two on-camera interviews scheduled to rely on this message. ChiefVinelli stated the speeding caught by the speed radar cameras ranges from anywhere from thirty-seven miles per hour to sixty-nine miles per hour in a twenty- five mile per hour zone. Chief Vinelli stated that the speed radar cameras are set to issue citations at thirty-five miles, which is ten over the posted speed limit. ChiefVinelli stated that surrounding jurisdictions are moving toward implementing speed radar cameras as well. Chief Vinelli stated that Traffic Logix has moved the Town to a new data plan due to the number of citations being issued. Trustee Way voiced his appreciation for the speed cameras and also stated hel hopes thel Police Department continues to pull over drivers who have expired tags or no driver's licenses. ChiefVinelli stated that the Police Department is currently working on adopting additional citations to write into the Municipal Court that include driving with a suspended license and expired registration. Trustee Wirtz asked when the sixty-day warning period was. ChiefVinelli stated the warning period was Trustee Sutton stated that hopefully after some time the amount of citations will decrease. Mayor Wolfe highlighted the Police Department report that Officer Everhart helped deliver al baby. ChiefVinelli thanked Mayor Wolfe, Town Clerk Neverdahl, and Streets, Grounds, and Building Director from March to May. Lamont for attending the Police Department's Award Ceremony. Town Clerk. Trustee Way mentioned that local establishments could place a sticker on their door stating they have a public restroom and ini return receive a discount on their utility bill. Trustee Way suggested adding flags for pedestrians to hold while utilizing the Town crosswalks to increase pedestrian safety. Trustee Sutton stated he appreciated Bute's comments and proposal on short-term rentals and stated that ift the Town does move in that direction it should be voted on by" Town residents and not approved by the Board. Trustee Sutton stated he would add off-street parking to Bute's! proposal. Trustee Sutton voiced his opposition to adding additional parking in the Town Trustee Wirtz suggested looking into posting a "residents only" sign.
