TOWN OF MORRISON BOARD OF TRUSTEES MORRISON TOWN HALL, 110 STONE STREET REGULAR MEETING OF THE BOARD OFTRUSTEES TUESDAY,JUNE: 4, 2024 6:00 P.M. Call to Order. Mayor Wolfe called thel Regular Town Board Meeting to order at 6:00 P.M. Roll Call. Mayor Chris Wolfe, Trustees Sean Forey, John Leonard, Katie Gill, Paul Sutton, and Adam Way were present. Trustee David Wirtz was absent. A quorum was established. Staff Present Austin Flanagan (Town Attorney), Carrie McCool (Town Planner), Jon Manna (Commander), Ariana Neverdahl (Town Clerk), and Courtney Christensen (Deputy Town Clerk), Dan Amendments to the Agenda. Town Clerk Neverdahl stated the Town received a call today inquiring about Town property and amended the agenda to add "a proposed retail marijuana store within the Public to Address the Board. Jamee Chambers 207 Bear Creek Lane. Chambers provided the Board with an overview of the expenses for the 150th Town of Morrison celebration. Chambers stated shei is requesting the Board of Promo to sponsor the event. Chambers informed the Board the Planning Committee for the Sesquicentennial has found aj publisher to reprint the Morrison Memory Album, to be sold at the event. Trustee Gill asked how many books they plan on ordering. Chambers stated they plan to order 2501 books. Trustee Sutton suggested taking pre-orders on thel book. Town Clerk Neverdahl stated she would: send an email out to residents and business owners forj pre-orders of the Morrison Memory Lamont (Streets, Ground, and Buildings Director). Town Clerk Neverdahl stated that Streets, Amotion was made by Trustee Gill to approve the memorandum of understanding between the Town of Morrison and. Jefferson Cunty for the Safer Streets for All Safety Action Plan and direct the Mayor to sign the memorandum of understanding. The motion was seconded by Trustee Grounds, and Building Director Lamont willl be the liaison fort this project. Sutton. All members present voted ae. The motion carried. HOME ntergovernmental Cooperation Agreement- Jefferson County. Amotion was made by Trustee Forey to approve the Town of Morrison to enter into an intergovernmental joint cooperation agreement and HOME Consortium with Jefferson County and authorize the Mayor to sign the agreement. The motion was seconded by Trustee Way.All Trustee Gill voiced concern that this program may increase the Town Staffs workload. Town Clerk Neverdahl stated that the County does not have specifics on the program at the moment and stated the County has been easy to work with and has not significantly increased the Town Staffs workload. members present voted aye. Ther motion carried. Departmental Reports. Museum. The Board voiced their appreciation for the Museum. Trustee Gill stated that the Museum is one of the highest-rated museums in' The Denver Post. Mayor Wolfe stated that residents receive free entry to thel Museum. Utilities Department. Utilities Director Fouts provided the Board with an update on the Raw Water Meter project. The" Town only received one bid for the project from Glacier Construction. Utilities Director Fouts stated he would like toj postpone the project till. January 2025 and re-bid fort thej potential of ar more: favorable outcome. Utilities Director Fouts stated he cannot guarantee the Town will receive al bid that is lower or in the same amount. Mayor Wolfe asked what the benefit is ift the Town goes out to re-bid inJ January. Utilities Director Fouts stated five companies attended thej pre-bid meeting, there is no guarantee that the Town will receive an additional bid but companies do tend to be less busy. Trustee Gill asked ifthe Water Commissioner, Tim Buckley is okay with postponing the project until. January. Utilities Director Fouts stated he would send a formal letter detailing the postponement to Water Trustee Sutton asked if thel Raw Water Meter Project is the Town's original overflow. Utilities Director Fouts stated that is correct, the State now wants to monitor the Town's water intake. Mayor Wolfe asked ifthe Town's SCADA system monitors this. Utilities Director Fouts stated yes, that the Town's SCADA Trustee Forey asked ift the Town could get rid of the overflow. Utilities Director Fouts stated the overflow is for intake the Thompson pipe is exposed and the water needs to remain flowing especially in the winter toj prevent the pipe from freezing. Ift the" Town had gravity feed it wouldn'tneed al Raw' Water Overflow buti ift thej pump from the reservoir: shuts off there is nowhere for the water to go. The Town does not have an automation system to notify the pump to shut offift the plant goes down. Mayor Wolfe asked what would need to be done to get that system inj place. Utilities Director Fouts stated it would be costly to put Trustee Sutton asked when is Town is going to start talking about thei intake being in the park and asked for an update. Utility Director Fouts stated this is currently being negotiated in the Mt. Carbon Intergovernmental Agreement (IGA). Town Water Attorney Alan Leak recommended the Town to not Trustee Gill asked ifthe Mt. Carbon IGA needed to be amended. Town Attorney Flanagan stated he Trustee Sutton asked ift the Town's reservoir could provide water to the Town for a year. Utility Director Fouts stated yes, if the wateri intake goes down the reservoir could supply water to the Town for a year. Utilities Director Fouts stated that the Town located the water main line along 300,304,306,308,310, Trustee Sutton asked about the water usage from Red Rocks Amphitheatre. Utility Director Fouts stated Utility Director Fouts mentioned that someone may have stolen water from a hydrant in Red Rocks Ranch this afternoon causing a water leak. Utility Director Fouts stated that he is open to suggestions on how to better monitor the' Town's water supply and infrastructure from vandalism and theft. Trustee Sutton suggested adding cameras to fire hydrants to prevent vandalism and water theft. Parking. Mayor Wolfe requested additional parking signs along Mt. Vernon. Commission Tim Buckley. systems monitor the' Town's overflow. an automation system in place and an upgrade to the SCADA system. issue Mt. Carbon any more than 8001 EQRS. would look into the Mt. Carbon IGA. and 312 Spring Street, it is on the side of the road. that the Amphitheatre willl likely max out at 1.7 gallons for the season. Town Clerk. Town Clerk Neverdahl informed the Board that the Morrison Main Street Revitalization Town Clerk Neverdahl provided the Board with an update on the" Town's 2023 audit. Community Meeting will be on. Trustee Sutton voiced his gratitude for revising Title 10 of the Town's Code. Trustee Sutton stated that the Town should look intoj placing cameras on Town fire hydrants toj prevent Board Comments. water theft and vandalism. Executive Session. AI motion was made by Trustee Gill to goi into executive session for a conference under Town Charter Section 3.4 and CRS.52464074)D and (e) with the Town Attorney and appropriate staff to receive legal advice on specific legal questions and to determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations. and instruct negotiators concerning determining positions relative to an employment contract with a' Town manager and a proposed retail marijuana store in Town. Trustee Gill further moved to adjourn the open meeting at the close of the executive session. The motion was seconded by Trustee Forey. All members Adjournment.
