MINUTES WORK SESSION SEPTEMBER 19, 2017 CALLTO ORDER: CARBONDALE BOARD OF TRUSTEES Mayor Richardson called the Board of Trustees Work Session to order on September 19, 2017 at 6:00 p.m. in the Town Hall meeting room. The following members were present: Mayor Trustees Dan Richardson Ben Bohmfalk Marty Silverstein Erica Sparhawk Heather Henry Luis Yllanes Frosty Merriott Jay Harrington Cathy Derby Renae Gustine Kevin Schorzman Mark O'Meara Eric Brendlinger Absent Staff Present: Town Manager Town Clerk Finance Director Public Works Director Utilities Director Recreation Director GLENX Michael Lowe gave a presentation on Glen X, a non-profit involved in creating CO- working space. Co-working involves a shared working environment with diverse groups of collaborating entrepreneurs and freelancing professionals. The spaces have become an important economic development tool in both rural and urban areas. Michael's goal itto make co-working a public/private partnership and the ultimate goal is to be self- sustainable. Glen X has applied for a $5,000 community request. BUDGET - REVIEW Public Works Kevin stated that in 2018 Public Works will focus on drainage improvement projects funded from the storm water fee. They will also be undertaking an inventory of signs in town and they will calculate how much it would cost to replace them. Trustee Meeting Minutes September 19, 2017 Page 2 The five year Capital Plan will be submitted at a future meeting. No big streetscape projects are scheduled for 2018. Future streetscape needs will be included in the five year plan. Mayor Richardson asked Kevin to think about adopting 3-5 metrics. Utilities In 2018 the Water Department will be focusing on the possible engineering and construction of a hydroelectric facility at the Nettle Creek Treatment Plant and well The Waste Water Department will be focusing on design and construction of a new clarifier. The development of the GIS system is on-going. Staff will continue to explore grant opportunities. Water and Waste Water line replacement will continue. maintenance. Recreation Eric said that staff is proposing inflationary increases to fees for Gateway Park, the Recreation Center and rental fees. Fees were last raised five years ago. Building The Building Department is proposing to adopt the 2105 International Building Codes in 2018.
