In addition to the negative effect on Sales Tax revenues and other revenues sources, it is estimated that up to 25% of closed businesses will not survive resulting The second major event is the civil rights riots. When "sheltering-in" regulations were finally relaxed, riots forced the closure and/or reduced hours of business operations. Historically, the hot summer months along with massive unemployment is the "perfect storm" for the possibility ofriots and under the current scenario we could be looking at further riots as we continue into the summer. Although the riots are not currently affecting the City there is a very real concern that the recent gatherings can result in the resumption oft the Covid 19 infections causing another round of"lock downs". There is a third issue not commonly known that has had a major impact on City revenues. Prior to the pandemic, fuel consumption was declining and we are not quite sure of the cause. HdL, our sales tax consultants polled several gas stations (both vehicle and commercial diesel) and found that starting in December fuel consumption was declining. This along with further declines due to the pandemic and the reduction in fuel prices continues to have a majori impact on Fowler's sales tax revenues. We are looking The outlook for the future is not very positive. What is not discussed in the news is the long term effect oft the above events. First, webinars and financial newsletters are in agreement that the events listed above will continue to impact City revenues through the year 2022 and possibly longer and that we will never recover to the "pre pandemic" levels for the next few years. Loss ofbusinesses and the resulting increase in unemployment will continue to slow the economic growth. This in conjunction with funding cuts ini the Fed/State budgets will have an adverse effect on the City. Second the concern that the pandemic will return in the winter along with the flu resulting in another round of"lock downs". One issue that has been mentioned is the possibility of Federal assistançe provided through the State to assist cities in offsetting some oft thel loss revenues. Originally restricted to larger cities the organization has applied pressure to open the assistance toall cities and ai new formula is being put into place to achieve ai more equitable distribution oft these FISCAL IMPACT: Currently projected is $300,000 in loss sales tax revenues forl FY 2020 and based on "rough" pandemic estimates and pre-riots, an 8%- 12% loss for FY 2021. This number is currently being revised by HdL pending the compilation oft the 2md quarter results. In addition to Sales Tax there will be reductions in other types ofrevenues such as the' TOT, UUT, Property Taxes, etc. Just to add aj positive note, shared sales tax revenues have increased due to the additional sales being generated via online ordering. This does noti include the reduction in' TOT or UUT and other related taxes and/or fees. The majority of Fowler'ss sales tax revenue is fuel and manufacturing. As stated earlier, fuel has already been impacted by the covid. Manufacturing will also begin to feel the effects ift they have not already. Reduction/closure of manufacturing suppliers will have a "trickle down" effect and will lead toa RECOMMENDATION: The City approve adopting the FY 2020 budget for the first quarter ofl FY 2021 along with the provisions that were issued earlier: (1)all non-essential expenditures are on hold, (2) all expenditures over $2500 must be pre-approved whether budgeted or not, including any approved on- going projects, (3)all capital projects not 100% grant funded are on hold except those projects already underway such as the General Plan, Impact Fee Study, Water meters, etc. That additional financial control can be implemented as necessary to control the City's cashflow and reserves. Any and all financial matters falling outside oft these parameters will be brought to Council for discussion and HdL is and has been a valuable source of financial information. The completion oft the 2nd quarter HdL report is the major tool required for Finance to compile the FY 2021 Budget. Please note that even if revenues are forecastedi to be better than anticipated Finance intends to hold the FY: 2021 budget expenditures to a reduced! FY 2020 level. Because of the long term effects oft this pandemic, the City needs to continue to build its' reserves. Finance is also compiling a list ofCity wide projects to be presented to the Council at a later date to determine the future course of Fowler. Fowler is not the only City to request a delay in producing the FY 2021 budget, Fresno City for the first time ini its' history is also requesting the postponement as are several other cities. PUBLIC HEARING TO CONSIDER AND ADOPT RESOLUTION NO. 2466 City Engineer Peters said on May 5, 2020 the City Council passed a Resolution of Intent, approving the Engineer's report for the Landscaping and Storm Drainage Facilities Maintenance District, set the public hearing for May 19, 2020, and authorized proceedings for the annual levy and collections of assessments. STAFF REPORTS CITY MANAGER'S REPORT COVID-19 Update and Discussion City Manager Davis said Raul Gonzalez and David Pomaville, from the County of Fresno Department of Public Health have reached out to the City and they have had weekly discussions on COVID-19 issues and updates. Ms. Davis said they are attending via teleconference tonight to provide information and answer any questions on the reopening process. David Pomaville, Director of Public Health, said the department has been communicating weekly with City government agencies. Mr. Pomaville stated there is a lot of confusion on reopening businesses during this pandemic. On March 19, 2020, the California State Public Health Officer and Director of the California Department of Public Health ordered all individuals living in the State of California to stay home or at their place of residence, which closed most of the schools and most work places, except for essential needs as needed to maintain continuity of operation On May 4 the state announced some retailers - clothing stores, florists, and bookshops - will be allowed to reopen with curbside pickup and physical distancing. Associated manufacturing and As of May 8, the stay home order was modified. We are now in the first phase of Stage 2. This means in addition to essential activity, curbside retail is allowed, along with the infrastructure to support it. Moving deeper into the governor's. second phase of reopening allows eateries to host in- restaurant dining and permits shopping malls to open. PUBLIC WORKS REPORT Approval of Sidewalk Repair Agreement Public Works Director Dominguez spoke on the Sidewalk Repair Agreement stating that the agreement had not been implemented due to the issues of costs and the property owners' responsibility ofr maintaining the sidewalk. Mr. Dominguez said the City is willing to share in the costs of the project for necessary repairs by providing the labor and covering any associated costs for the necessary repairs, provided that the property owner pays for the cost of material for the City Manager Davis said recently it's been a goal of the City Council to bring back the sidewalk repair program. She said the City Attorney went through and revised the agreement. Ms. Davis said the City now has staffing and have hired individuals who can actually perform the sidewalk necessary repairs. repairs. Councilmember Kazarian said he's pleased that the agreement was brought to the Council but expressed his concerns on the language not being clear on tree removal and grinding of the tree stump, and asked ift the City will be covering the costs for grinding the tree, or will it be on a case by case basis. He suggested that the language is necessary that the City would be covering the cost to a certain level of grinding without the full removal of the tree. Mayor Cardenas said it should be City Attorney Cross said the language can be amended to state, "Owner is responsible for and shall pay all costs of tree removal as part of the Project, including labor, equipment, materials, and the costs of an arborist whether such work is performed by City's own forces or a contractor(s). In agreement with CalTrans, the City has elected to deposit advanced sums into an interest bearing Money Market account, otherwise funds would be held at CalTrans without interest and possibly be misplaced. To prevent any potential misuse use oft these funds and to provide the best interest rate return, I would like to establish another Money Market account titled "City of Fowler- CalTrans Proj". Initially, Staff focused on restroom structures that could be designed and constructed offsite and then transported to the City and installed via a crane system. During final design, it was determined that this would not be feasible due to several factors. The existing restroom location is surrounded by existing structures, such as a stage area, a covered picnic area, an equipment storage facility and several large mature trees (over 100' tall). This existing condition made entry to the site difficult for a crane or any other large vehicles to access the location. The most efficient use of the existing utility infrastructure is to place the new restroom where the existing structure is located. City Staff still desired a pre- manufactured restroom to purchase in advance of the contracted site work in order to minimize the construction window and down time for use of the park. The only manufacturer that could pre-fabricate the restroom and deliver to the site without the need of a crane system was ROMTEC. ROMTEC will deliver the restroom in separate bulk shipments (block walls, sinks, toilets, lighting, etc.) that will be offloaded and installed by a general contractor hired by the City. The opportunity to purchase the restroom plans and materials ahead of the City's contract for demolition and construction will allow provide the City with a two to three month advance in project schedule, allowing the restroom to be constructed int the fall of 2020, rather than the spring of 2021. This also allows City Staff to be more efficient with the monitoring of construction of the facility, since the restroom color, equipment, parts, and materials are already determined, and allows for the project to be completed within the time and budget identified in Project Number 19231. the request for funding document.
