She said the City is preparing for the Christmas Tree Lighting event for December 5, 2020. STAFF REPORTS Second Reading of Ordinance No. 2020-06 City Planner Marple joined via teleconference. Ms. Marple said on October 20, 2020, the Fowler City Council re-introduced Ordinance 2020-06, with changes to the version originally introduced on October 6, 2020. The Ordinance makes minor amendments to various development standards applicable to accessory buildings ini residential zone districts in the City, and also adds additional uses and makes minor amendments to various permitted and conditional uses in the neighborhood commercial, general commercial, light industrial, and form-based code area zone districts in the Councilmember Kazarian made a motion to approve Ordinance No. 2020-06, seconded by Mayor Pro-Tem Hammer. CITY ENGINEER'S REPORT Consider Adoption of Resolution No. 2480 - All-Way Stop - gth Street/Fresno Street City Engineer Peters said the intersection of gth Street and Fresno Street is currently a three-legged intersection with a stop sign on the minor approach. The other approach on gth Street is not stop controlled. The speed limit on gth Street is 35-mph and the speed limit on Fresno Street is 25 mph. Due to recent changes at the intersection he and Public Works Director Dominquez prepared a warrant study at the intersection in accordance with the California Manuel on Uniform Traffic Control Devices to determine whether the intersection met the criteria for an all-way stop control. The study was completed and found that due to site distance deficiencies at the intersection mainly parked cars and the outdoor dining structure impair the sight distance for Fresno Street traffic. He isr recommending that Council adopt Resolution No. 2480 converting the intersection of gth Street The Council asked if the owner of Jocy's Restaurant, Mr. Arteaga, was contacted regarding the issue. Public Works Director Dominguez said he did speak with Mr. Arteaga and he did have some concerns. A discussion took place concerning placing an all-way stop and the affects it will have on some of the surrounding businesses and the semi-truck trailers delivering cargo to the nearby packing businesses. Councilmember Kazarian asked if a temporary stop sign could be placed on a temporary basis verses permanently. Mr. Peters said the intersection is already converted to a temporary all-way stop control. His recommendation is to approve the all-way stop tonight, and ift the outdoor structure is removed, sometime in the future, it then can be re-evaluated. Councilmember Parra made a motion to approve Resolution No. 2480, "A Resolution of the City Council of the City of Fowler Designating the 5th Street /1 Fresno Street Intersection as All-Way Stop; seconded by Mayor Pro-Tem Hammer. Discussion/Direction Regarding Circulation Strategies at the State Route 99/Adams Avenue City Engineer Peters said there has been an increase in recent development activity in the vicinity of the Adams Avenue / State Route 99 interchange. Staff has determined that a new road connection near the existing southbound off-ramp is needed to support additional development and to provide circulation within the areas of Fowler bounded by Sumner Avenue, Clovis Avenue, Adams Avenue, and State Route 99. Staff met with Caltrans and explored very preliminary alternatives for circulation improvements at this interchange. He said Caltrans is in support ofthe circulation. He said one alternative is to construct a roundabout at the southbound off-ramp intersection with Adams Avenue the other alternative was identified in a SW area traffic impact study approved by the Council in 2015. Mr. Peters provided the interchange alternatives exhibits for viewing. He said the next step in developing alternatives would be to prepare an interchange and freeway corridor study on State Route 99 between Clovis Avenue and Merced Street as directed by Caltrans. The program funding was not fully utilized and the eligibility period expired in September 2020. Mayor Cardenas asked Fire ChiefLopez ifthey will be placing a flag pole in front oft the new fire station. He said he attended a Fowler Lions Club meeting and they are looking to donate funds for community service projects. Councilman Kazarian, who is currently the Finance Committee Chairman for the Lions Club, said he will submit the idea to the Lions Club for a flag pole. CITY ATTORNEY'S REPORT City Attorney Cross said a new law signed by Governor Newsom, Assembly Bill (AB) 992, which amends the Brown Act's prohibition ofs serial meetings, to permit certain social media communications. Under the revised law, board members may communicate with their communities via social media, but may not communicate directly with other members oft their board on any issue of board business. Even simply "liking" another board member's post has the potential to create a violation oft the Brown Act. DISCUSSION On March 25, 2020, the Fresno Council of Governments (FCOG) Policy Board officially initiated the Cycle 5 Active Transportation Program (ATP) Call for Projects. The ATP is a competitive statewide program created to encourage increased use of active modes of transportation, such as biking and walking. The funding/programming years include the Staff has identified the following proposed project that is eligible to receive ATP funding 1. Fremont Elementary/ Marshall Elementary/ Fowler High Safe Routes to School This project was identified based on needs that have been observed by the community over the past several years.
