MINUTES REGULAR MEETING AUGUST 28, 2018 CARBONDALE BOARD OF TRUSTEES Mayor Dan Richardson called the Board of Trustees Regular Meeting to order on August 28, 2018, at 6:00 p.m. in the Town Hall meeting room. TRUSTEE COMMENTS Trustee Silverstein stated that he attended the Tree Board Meeting. They reviewed the Thompson Park project's landscape plan. The plan did not show much detail. The Tree Trustee Silverstein also attended the Senior Matters meeting. They are doing outreach to increase their base and get more people involved. They will be having a meet and Trustee Silverstein informed the Board that the last summer concert will be September Trustee Silverstein said that Potato Day is October 6th. Trustee Bohmfalk asked if the Town is changing fire restrictions back to Stage 1? Jay responded that the Town defers to the Fire District to determine the appropriate Stage. SPECIAL EVENT LIQUOR LICENSE - WILDERNESS WORKSHOP Wilderness Workshop has applied for a Special Event Liquor License for an event to be held in Sopris Park. All fees have been paid and the Police Department has reported Trustee Sparhawk made a motion to approve Wilderness Workshop's Special Event License Application. Trustee Henry seconded the motion and it passed with: 7y yes votes: Kitching, Silverstein, Sparhawk, Richardson, Bohmfalk, Yllanes, Henry no problems with the applicant or the premises. GARFIELD CLEAN ENERGY (GCE)UPDATE Trustee Sparhawk, who is a Garfield Clean Energy employee, recused herself and left Jason White and Matt Shmigelsky gave an update on Garfield Clean Energy's the meeting. accomplishments. The Board is considering changing the town's waste hauling policy. Staff and Laurie conducted extensive outreach including: meetings with each hauler, meeting with the E- Board, put a survey on the Town's website, ran ads and placed articles in the newspaper, had a discussion on KDNK, had a booth at First Friday and at the Farmer's Market and hosted an open house at Town Hall. Staff and Laurie are asking the Board for direction on the following topics: Having recycling included in the base cost of trash service Requiring organics collection to be offered at an additional cost Volume based pricing Limiting days of collection Options to decrease wildlife interaction Public contracting Discussion ensued and the Board agreed to the following: Recycling shall be mandatory Organic collection should not be required they propose to collect trash in Carbondale Move to volume based pricing for residential, individual containers Limit days of collection - haulers will be asked to put in their bid how many days Options to decrease wildlife interaction - in the bid haulers should include if they will provide bear proof containers and a price list - also, the police should Public hauler - support a single trash hauler with one district increase enforcement Mayor Richardson opened the meeting to public comment. Hal Van Berlow, Crystal Circle, suggested the Board keep it simple; have one rate, no opt out, and no requiring organics be picked up. Trustee Meeting Minutes August 28, 2018 Page 5 Becky Moller, member of the Environmental Board, explained that the EBoard did not support many of the (proposed) policies because of the possible increase in fees. Staff will prepare a Request for Proposal which will be reviewed at a future meeting.
