MINUTES REGULAR MEETING NOVEMBER 13, 2018 CARBONDALE BOARD OF TRUSTEES Mayor Richardson called the Board of Trustees Regular Meeting to order on November 13, 2018, at 6:00 p.m. ini the Town Hall meeting room. STUDENT OF THE MONTH Students from Carbondale Middle School, Ross Montessori School and the Carbondale Community School were in attendance to receive the "Student of the Month" award. Jay stated that staff will contact the Spanish radio Trustee Bohmfalk made a motion to approve the Consent Agenda and directed staff to translate PSA's in to Spanish when applicable. Trustee Sparhawk seconded the motion 6 yes votes: Kitching, Sparhawk, Bohmfalk, Richardson, Silverstein, Yllanes station and newspaper. and it passed with: PERSONS PRESENT NOT ON THE AGENDA There was no one present who wished to address the Board. TRUSTEE COMMENTS World' Warl. Trustee Silverstein acknowledged Veteran's Day and the 100th anniversary of the end of Trustee Silverstein stated that the 16th annual Rock Mountain Radio Conference will be held in Carbondale. Hear them Roar will perform at the Temporary on Thursday to Trustee Sparhawk stated that she attended the Colorado Communities for Climate Action meeting. Governor-Elect Polis is currently activating his transition team. You Trustee Bohmfalk stated that the Horse Council had asked the Board to submit a formal comment to the Bureau of Land Management (BLM) regarding the Sutey property. Trustee Bohmfalk went to the BLM open house on the Sutey Property. He also talked close out the conference. can apply on-line for various committees. Trustee Meeting Minutes November 13, 2018 Page 3 to Darryl Fuller, Chair of the Bike/Pedestrian Trail Committee, about the Sutey Property. The consensus was to trust the BLM process and submit comments individually. Trustee Kitching stated that she received a letter from a resident of River Valley Ranch Trustee Kitching cautioned everyone about a scam involving a Roaring Fork High School promotional calendar she said to be very wary of such requests. Mayor Richardson informed the Board that he took a tour of the Nettle Creek Water Mayor Richardson thanked staff and First Friday volunteers - it was a great event. Mayor Richardson stated that he attended the Roaring Fork School District Visioning meeting. He said that town staff was complimented at the meeting. Mayor Richardson Mayor Richardson stated that last week he attended the RFTA Board meeting. Mayor Richardson noted that the mill levy increase ballot question passed; he thanked everyone for their support. Also, RFTA signed agreements with the City of Glenwood Springs for the South Bridge project and one with the Union Pacific Railroad giving up concerning pickle ball courts. Plan; it is very well kempt. commented on the vaping epidemic. the Y. ATTORNEY'S COMMENTS The attorney did not have any comments. SPECIAL EVENT LIQUOR LICENSE - TRUE MEDIA True Media has applied for a Special Event Liquor License for an event to be held at the Third Street Center. All fees have been paid and the Police Department has reported Trustee Bohmfalk made a motion to approve True Media's Special Event Liquor License Application. Trustee Yllanes seconded the motion and it passed with: 6y yes votes: Kitching, Silverstein, Sparhawk, Richardson, Bohmfalk, Yllanes no problems with the applicant or the premises. TOBACCONAPING CHECK-IN Gene Schilling informed the Board that the police talked to all of the vendors who sell tobacco and vaping products and informed them of the Town's new ordinance increasing the age to 21 to buy/possess tobacco and vaping products. The police conducted compliance checks Trustee Meeting Minutes November 13, 2018 Page 4 last week and four oft the vendors failed. They were all issued citations. Jay suggested that a few more compliance checks should be conducted before the Board considers Trustee Silverstein asked where does the money from the fines go? Jay explained that itg goes into the General Fund and the 30% surcharge goes to the VALE Fund. Jay noted that $10,000 from the Marijuana Fund is designated for Nicotine addiction Trustee Bohmfalk asked what is our approach to possession? Gene answered first offense people are issued a warning; second offense either a citation or a warning; third The Board asked Student Resource Officer Gretchen Stock-Bell if she believes that the ordinance is working. Gretchen stated that the ordinance is supportive and the opportunity to talk to the kids about it has been helpful. She stated that she wished the Roaring Fork School District administration would give her more administrative support. Trustee Silverstein asked what was the attitude of the vendors who failed the Risa Turetsky, Pitkin County Tobacco Specialist, told the Board that the State has Trustee Kitching informed the Board that the Carbondale educators are thankful fort the changes that have been made in town. Also, she noted that the State is looking to increase regulations for purchasing vaping products on the Internet. Jay stated that usage among students is rampant and the State has lowered access to the Help Hot Line to 12 years of age. ECONOMIC DEVELOPMENTICOVENTURE Mayor Richardson explained that Michael Lowe approached him about an idea for a business incubator focused on creating a co-working space. It would provide its members with networking, collaboration, education, mentoring and community problem solving opportunities. Mayor Richardson stated he thought the idea had merit sO he brought it to the Board for consideration. Mayor Richardson noted that one of the Board's goals for 2018 is supporting economic development. He stated that it is a Tyler Moebius and Michael Lowe gave a presentation on the Coventure proposal. Michael stated that it is extremely important for Carbondale to be a primary partner. unique concept because it involves a public/private partnership. They are asking the Town for a $25,000 contribution. Trustee Meeting Minutes November 13, 2018 Page 5 Mayor Richardson opened the meeting to public comment. Kelsey Nichols, recently. joined the Coventure Board of Directors. She stated that there isal lot of synergy to support businesses without changing the character of the Town. She noted that this is an opportunity for the Chamber, Town and other community members to support businesses. Itj provides opportunities for young people sO they Dave Meyer, Coventure Board Member, and one of the founders of Aspen Entrepreneur, stated that this idea is a community builder, a mentor. It's about economic diversity, resiliency, and it offers a unique opportunity to address economic development. It's about helping the digital nomads and supporting locals. They are not Eaden Shantay, owner of True Nature, stated that he supports the initiative. It'sa wonderful opportunity to bring vitality and entrepreneurship to town. Lots of people will benefit from the organization's resources. Owning a business in Carbondale is challenging. He supports anything we can do to welcome fresh talent to town. Gavin Dahl, stated that he spoke to two people who benefited from this organization and they said it was life changing. Gavin stated that he is concerned with the process. Non-profits are required to provide their budgets when they apply every year for a community grant. This seems like a different process and he asked why didn'tt they have to apply for a community grant? Mayor Richardson responded that the proposal is different, community grants are for non-profits already in business. One of the Boards top goals is economic development and he believes that this project is fantastic. It's an opportunity that falls out of the grant process. Itis is important to have resources ini the Trustee Sparhawk stated that this is the biggest request that we have received; it's more than we give any other entity. She wants to see written comments for funds. She Trustee Silverstein stated that he is not comfortable with the full ask of $25,000. Our Trustee Yllanes stated that he supports giving them $25,000. He commented that we Trustee Kitching stated that she is leery that they had to re-invent themselves in one year. They were GlenX and now they are Covenutre - it sends a red flag. The Board agreed to keep $25,000 in the Economic Development Fund. The Board don't have to leave town. trying to change Carbondale. valley - the business environment is changing. is not willing to give them the full amount tonight. budget is not that robust; he wants more information. give money to GCE. has a lot more questions for Coventure. Trustee Meeting Minutes November 13, 2018 Page 6 PUBLIC HEARING MODIFICATION OF PREMISES- - SENOR TACO SHOW Staff explained that Senor Taco Show would like to expand in to the adjacent space. Mayor Richardson opened the meeting to public comment. There was no one present Trustee Yillanes made a motion to approve Senor Taco Show's Modification of Premises application. Trustee Silverstein seconded the motion and it passed with: 6yes votes: Silverstein, Richardson, Bohmfalk, Kitching, Yllanes, Sparhawk who wished to address the Board. WASTE HAULING REQUEST FOR PROPOSAL Laurie Batchelder-Adams presented the most recent draft of the Waste Hauling Request for Proposal (RFP). A: few minor changes were made and the Board directed staff to advertise the RFP in January. COMMUNITY REQUESTS interest and left the meeting. Mayor Richardson and Trustee Bohmfalk recused themselves due to a conflict of The Trustees had previously submitted their community request allocations to Renae. No changes were made. Jay noted that it's probable that YouthZone will have to be partially funded from the VALE Fund.
