TOWN OF HUDSON PLANNING COMMISSION CALLTO ORDER 6:00 p.m. The meeting was called to order by the Planning Commission Chairperson, Daniel Warren, at PLEDGE OF ALLEGIANCE ROLL CALL Present Commissioners: Brandi Bond Robert Hollister Don Post Daniel Warren Lisa Marie Buesgens Matt Cole None Ex-Officio Members: Absent: Natalie Schlidt, Deputy Town Clerk, took roll call and six (6) Commissioners were present. Town Staff Present: Jennifer Woods, Town Planner Natalie Schlidt, Deputy Town Clerk APPROVALOF) MINUTES a) Wednesday November 8, 2023 from November 8, 2023. The vote was as: follows: Nay- None Commissioner Cole made ai motion, seconded by Commissioner Post to approve the minutes Aye- Commissioners Cole, Post, Bond, Hollister, Buesgens, and Warren Commissioner Warren declared the motion passed. ADDITIONS TO AGENDA None Minutes January 10, 2024 Town ofH Hudson Planning Commission Regular Meeting Page2of4 CITIZEN'S COMMENTS GENERAL BUSINESS None a) Public Hearing: Case 23-10 Pilot Initial Zoning Commissioner Warren opened the! Public Hearing at 6:03 p.m. for Case No. 23-10 Pilot Initial Zoning. Planning Secretary Schlidt stated the Public Hearing is for the purpose ofreceiving public comment and to consider Pilot Initial Zoning. Planning Secretary Schlidt stated that the notice for the public hearing was published in the newspaper on December 23, 2023, posted at the site on December 21,2023, sent to neighboring property owners on December 22, 2023, and to mineral estate owners on December 11, 2023. Town Planner Woods noted this is for a change ofzoning to Commercial One (C-1): for property located on the northeast corner ofI-76 and CR 49. Ross Shaver, Project Manager for Pilot presented a slide show on the proposed development. No public comment was received at the hearing or prior to. Commissioner Buesgens inquired how long it would take to build. The goal is to be open before Thanksglving/Christmas 2024. There being no further discussion, Commissioner Warren closed Commissioner Cole made ai motion, seconded by Commissioner Buesgens, to approve Case 23- the Public Hearing at 6:26 p.m. 101 Pilot Initial Zoning and to forward to Town Council. The vote was as follows: Nay- None Aye- Commissioners Cole, Buesgens, Bond, Hollister, Post and Warren Commissioner Warren declared the motion passed. b) Public Meeting: Case 23-16 Salon 52 Site Plan Commissioner Warren opened the Public Meeting at 6:28 p.m. for Case No. 23-16 Salon 52 Site plan. Planning Secretary Schlidt stated the Public Meeting is for the purpose ofr receiving public comment and to consider the site plan for Studio 52. Planning Secretary Schlidt stated that the notice for the public meeting was posted at the site on December 22, 2023, and sent to Town Planner Woods noted the applicant is expanding the salon currently operated in the tenant space fronting Cedar St., into tenant space in the rear of the building that was formerly aj print shop. Town Planner Woods discussed parking for the new use and recommends waiving the provision oft the code requirements regarding new parking. Town Planner Woods noted that addressing the parking downtown is on the "to-do' list as laid out in the Comprehensive Plan. Commissioner Bond inquired about how many booths exist and how many are planned for. The applicant Curt Hale and Lori Hale addressed the Planning Commission. Lori indicated that four or five more booths will be added including tanning. Lori noted that other neighboring businesses have agreed to allow employees to utilize parking in the back to leave space up front for clients. Commissioner Buesgens thanked the applicants for bringing another business into neighboring property owners on December 22, 2023. Lori noted that she has clients coming from all over which in turn have patronized other local businesses. No public comment was received at the meeting or prior to. There being no further discussion, Commissioner Warren closed the Public Commissioner Buesgens made ai motion, seconded by Commissioner Cole, to approve Case 23- 16 Salon 52 Site plan and waiving the requirement for any new parking and to forward to Town Hearing at 6:39 p.m. Council. The vote was as follows: Nay- None Aye- Commissioners Buesgens, Cole, Bond, Hollister, Post and Warren Commissioner Warren declared the motion passed. c) Weld County Referral: Case. ZPSD24-0001 Second Residence, Jackson Town Planner Woods noted that the referral is for a second residence located at CR53&CR16. Town Planner Woods noted no concerns and recommended approval. The Commission had no comments or concerns and is in consensus on the recommendation. d) Planning Commission Vacancies Deputy Clerk Schlidt reminded the Planning Commission that there remained an immediate vacancy as well as for an alternate. A new: flyer will be advertised on Facebook and the vacancy will be included in the next newsletter. Commissioners were encouraged to share and speak to friends, neighbors and community members about vacancies. Commissioner Warren will post on the HOA Facebook page as well. a) STAFF COMMENTS Town Planner Woods inquired about appointing Chair and Vice Chair oft the Planning Commission. Commissioner Warren suggested waiting to fill the vacant seat before doing SO. Matter may be addressed at the next meeting. PLANNING COMMISSION COMMENTS Commissioner Cole inquired if we have received anything from the trucking company west of Town. Town Planner Wood noted that they are in communication with the Town.
