MINUTES REGULAR MEETING April 10, 2024-6:00P.M. TOWN OF HUDSON: PLANNING COMMISSION CALLTO ORDER 6:01 p.m. The meeting was called to order by the Planning Commission Vice Chairperson, Brandi Bond, at PLEDGE OF ALLEGIANCE ROLLCALL Present Commissioners: Brandi Bond Robert Hollister Don Post Kerry Shaklee Matt Cole Lisa Buesgens Dan Warren Ex-Officio Members: Absent: Natalie Schlidt, Deputy Town Clerk, took roll call and five (5) Commissioners were present. Town Staff Present: Jennifer Woods, Town Planner Natalie Schlidt, Deputy Town Clerk APPROVAL OF MINUTES a) Wednesday February 14, 2024 Commissioner Cole made ai motion, seconded by Commissioner Post, to approve the minutes from February 14, 2024. The vote was as follows: Nay- None Aye- Commissioners Cole, Post, Bond, Hollister, and Shaklee Commissioner Bond declared the motion passed. None CITIZEN'S COMMENTS GENERAL BUSINESS a) Public Hearing: Case 23-13 MSLCAT Annexation Initial Zoning Commissioner Bond opened the previously continued Public Hearing at 6:04 p.m. for Casel No. 23-13 MSLCAT Initial Zoning. Planning Secretary Schlidt stated the Public Hearing is for the purpose of receiving public comment and to consider MSLCAT: Initial Zoning. Planning Secretary Schlidt stated that the notice for the public hearing was published in the newspaper on January 27, 2024, posted at the site on January 26, 2024, sent to neighboring property owners on January 25,2024, and to mineral estate owners on January 11, 2024. The hearing was properly continued by motion and vote by the Planning Commission on March 13, 2024. Commissioner Bond requested another continuance because the zoning application was prompted by an annexation application and the annexation proceedings are still being held in abeyance pursuant to $31-12-114 C.R.S. because oft the conflicting annexation initiated by the Town ofLochbuie. Public Comment was received previously, and no further public comment will be received Commissioner Cole made ai motion, seconded by Commissioner Hollister, to continue Case 23- tonight. Commissioner Bond will entertain a motion. 13 MSLCAT Initial Zoning tol May 8, 2024, at 6:00pm. The vote was as follows: Nay- None Aye- Commissioners Cole, Hollister, Bond, Post and Shaklee Commissioner Bond declared the motion passed. Additional comments may be submitted in writing to Jennifer Woods. STAFF COMMENTS Town Planner Woods will be attending a National Planning Conference in Minneapolis on Friday and is the Division Chair oft the Tribal and Indigenous Division of APA (American Planning Association). Next year the National Planning Conference will be held in Denver. Town Planner Woods will bel looking into having the Town Council and the Planning Commission attend. Additionally, the State Planning Conference will be held in Fort Collins this year, typically in September or October. Town Planner Woods will keep the Planning Commissioners informed on the exact date to determine who can and will attend. Town Planner Woods provided an update on MSLCAT annexation. The next steps will be mediation and ifa resolution is not reached, then possibly a court-ordered election which would include adjacent property owners. Town Planner Wood indicated another annexation was received and will be proceeding. Deputy Clerk Schlidt reminded the Planning Commissioners that the potential Minutes - April 10, 2024 Town of Hudson Planning Commission Regular Meeting Page3of3 special meeting for May 2, 2024, will NOT bel held and will proceed with the regularly scheduled Planning Commission Meeting on May 8, 2024.
