TOWN OF HUDSON PLANNING COMMISSION CALL' TO ORDER 6:02 p.m. The meeting was called to order by thel Planning Commission Chairperson, Daniel Warren, at PLEDGE OF ALLEGIANCE ROLLCALL Present Commissioners: Brandi Bond Don Post Kerry Shaklee Daniel Warren Matt Cole Lisa Buesgens* Robert Hollister Ex-Officio Members: Absent: Natalie Schlidt, Deputy Town Clerk, took roll call and five (5) Commissioners were present. APPROVAL OF MINUTES a) Wednesday March 13, 2024; and b) Wednesday April 10, 2024 from March 13, 2024, and April 10, 2024. CITIZEN'S COMMENTS None GENERAL: BUSINESS a) Public Hearing: Case 23-13 MSLCAT Annexation Initial Zoning Commissioner Warren opened the previously continued Public Hearing at 6:04 p.m. for Case No. 23-13 MSLCATInitial Zoning. Planning Secretary Schlidt stated the Public Hearing is for the purpose ofr receiving public comment and to consider MSLCATI Initial Zoning. Planning Secretary Schlidt stated that the notice for the public hearing was published in the newspaper on January 27, 2024, posted at the site on January 26, 2024, sent to neighboring property owners on January 25, 2024, and to mineral estate owners on January 11,2024. Thel hearing was properly continued by motion and vote by the Planning Commission on April, 2024. Commissioner Warren requested another continuance because the: zoning application was prompted by an annexation application and the annexation proceedings are still being held in abeyance pursuant to$31-12-114 C.R.S. because oft the conflicting annexation initiated by the Town ofLochbuie. Public Comment was received previously, and no further public comment will be received Commissioner Cole made ai motion, seconded by Commissioner Bond, to continue Case 23-13 tonight. Commissioner Warren will entertain a motion. MSLCAT Initial Zoning to. June 12, 2024, at 6:00pm. The vote was as follows: Nay- None Aye- Commissioners Cole, Bond, Post, Shaklee and Warren Commissioner Warren declared the motion passed. Additional comments may be submitted in writing to. Jennifer Woods. b) Public Hearing: Case 24-09 Ranchos East Annexation Initial Zoning This Public Hearing has been cancelled and will be rescheduled at a later date with notice provided as required. c) Weld County Referral LLA24-009 Lot Line Adjustment, Dreiling Town Planner Woods indicated that this referral is a lot line adjustment located at WCR418 & Hwy 52 and aims to increase one lot and reduce another without creating new lots or homes and noted no concerns. The Planning Commission was in consensus with the recommendation. Town Planner Woods noted that the Planning Commission could consider a more streamlined response process for basic, straightforward and non-controversial. referrals and create a standard Minutes. May 8, 2024 Town of Hudson Planning Commission Regular Meeting Page 3of4 response for those without having to bring before the Planning Commission and potentially delaying Weld County and/or the applicant. Town Planner Woods indicated she could bringa list ofs some oft the types ofapplications and the Commission could decide what they are comfortable with if they wanted to have that discussion soon and would need tol be added tot the agenda as a discussion item. STAFF COMMENTS Town Planner Woods noted that Weld County vacated a portion ofCR41. Town Manager Lange, Mayor Hammock, and Councilmember Nolf attended the meeting to make ai formal comment on same. There is a news article related to the meeting and the video ofthe meeting should be available on the Weld County website. PLANNING COMMISSION COMMENTS Commissioner Shaklee inquired on the Planning Commission' s role in understanding the future ofHudson and what's coming based on BNSF and other annexations and development and whether the Commission should be proactive in advising the Town Council. Commissioner Shaklee noted concerns about the impact of potentially thousands ofemployees ofBNSF distributed in and around Hudson as well as nearby towns and cities, the impact on transportation, water resources, review of growth boundaries and buffers, the potential growth rate and the comfort level with different growth projections and possible unintended consequences and the need to respond to upcoming challenges. Ex-Officio Commissioners Buesgens and Cole ensured the Planning Commission that the Town Council is aware ofa all of these concerns and will be proactive in addressing them with transparency, community involvement and participation. Additionally, a lot can change between now and then and much iss still unknown and might be premature to act. Todd Bryd inquired as to what Commissioner Shaklee is proposing. Town Planner Woods noted that this is not the right forum to have any discussions on potential development applications. Planning Secretary Schlidt also noted that in the spirit of transparency that this agenda item is "Planning Commission Comments", and it has turned into more ofa discussion and there may be citizens who may want to comment, attend and/or participate and should be given notice of same. Stephanie Ziegler inquired as to how to keep up to date and notified of meetings, etc., and the process on annexations and zoning and the timing oft those. Agendas are posted online typically on Friday afternoons for a Wednesday meeting, but at a minimum must be posted online 24 hours before any meeting. Agendas can and are sometimes amended and those changes are also posted 24 hours before the meeting. Signing up for Town Alerts on the Hudson webpage is also encouraged. The Town Planner posts upcoming planning cases online as well under "Current Development and Property Information". It was clarified that annexations and zoning can and have been done concurrently as well as separately. Commissioner Warren suggested having an open house for the community regarding future growth.
