MINUTES CARBONDALE BOARD OF TRUSTEES VIRTUAL WORK SESSION JULY21,2020 Mayor Dan Richardson called the July 21, 2020, virtual Work Session to order at 6:03 p.m. ROLL CALL: Dan Richardson Lani Kitching Marty Silverstein Heather Henry Erica Sparhawk Luis Yllanes Ben Bohmfalk Mayor Trustees Staff Present: Finance Director Town Clerk Police Chief Lieutenant Lieutenant POLICE POLICIES Renae Gustine Cathy Derby Gene Schilling Chris Wurtsmith Kirk Wilson Police Chief Gene Schilling and Lieutenants Chris Wurtsmith and Kirk Wilson were in Kirk, who will be promoted to Police Chief when Gene Schilling retires, stated that he has been speaking with many members of the community including: Alex Sanchez, Mind Springs Mental Health Center, the Hope Center, Perry Will, Bob Rankin, the media, Jeff Channey, Rob Stein etc.. He also attended two Black Lives Matter protests. He stated the police department has been very busy this year and they have attended multiple graduation parades. He noted that Trustee Sparhawk did a ride-along with Michelle Muething, Executive Director of the Hope Center, gave an overview of the Hope Center. The Hope Center is an independent crisis program. They are responsible for putting a full time clinician in Roaring Fork High School. They work very closely with law enforcement. Gene noted that the Hope Center has an $80,000 budget shortfall due to COVID-19 State budget cuts. However, he would like a broader conversation on how the police interact with the community Trustee Kitching asked Michelle what percentage of calls initiated by the police involve substance abuse. Michelle explained that they do not assess substance abuse cases, The Board agreed that they would like the police to continue with the implicit bias training, cultural differences training, concentrate on enhancing the Student Resource Officer position and continue to include mental health clinicians as part of the PD team. The officers had great questions for her, and they told her its important for them to know the Trustees. She encouraged her fellow Trustees to go on a ride-along. CARES ACT DISCUSSION Mayor Richardson informed the Board that staff thought we would have received the results of the survey sent to business concerning how CARES Act funding should be spent. However, the survey is not complete and still needs to be translated into Spanish. The Board agreed that the survey should be distributed to all businesses, not just to those who are members of the Chamber. The Trustees suggested that an ad regarding the survey should be placed in the Sopris Sun.
