MINUTES THURSDAY-December 15, 2022  MINUTES OF THE SPECIAL MEETING OF THE FAIRPLAY BOARD OF TRUSTEES DECEMBER 15, 2022  CALLT TO ORDER - SPECIAL MEETING  A Special Meeting of the Board of Trustees for the Town of Fairplay was called to order by Mayor Frank Just on Thursday, December 15, 2022, at 7:30 p.m. in the Board Room located in the Fairplay Town Hall at 901 Main Street, having previously been posted in accordance with Colorado Open Records law. Mayor Just proceeded with the pledge of allegiance, followed by the roll call, which was answered by Mayor Frank Just, Mayor Pro Tem Scott Dodge, and Trustees Josh Voorhis and Pete Lynn and Trustee Staff in attendance were Town Administrator / Town Clerk Janell Sciacca, Chief of Police Bo Schlunsen,  PLEDGE OF ALLEGIANCE AND ROLL CALL  appointee Ray Douglas.  Police OfficerTom Flanneryand Police Officer Amanda Orcutt.  APPROVAL OF AGENDA unanimously.  Motion #1 by Trustee Voorhis, seconded by Mayor Pro Tem Dodge, that the agenda be adopted as written. A roll call vote was taken: Dodge - aye, Just - aye, Voorhis - aye, Lynn = aye. Motion carried EXECUTIVE SESSION: Pursuant to C.R.S. Section 24-6-402(4)e) for the purpose of determining positions relative to matters that may be subject to negotiation, developing strategy for negotiations, and/or instructing negotiators and/or for the purpose of personnel matters under C.R.S. Section 24-6-402(4)(), At7 7:33 p.m., Mayor. Just announced the Board would be going into Executive Session pursuant to C.R.S. Section 24-6-402(4)(f) for the purpose of determining positions relative to matters that may be subject to negotiation, developing strategy for negotiations, and/or instructing negotiators and/or for the purpose of personnel matters under C.R.S. Section 24-6-402(4)(f) regarding the Police Department and that C.R.S. 24-6-402(e) (f) authorizes an Executive Session for such matters. Just requested a motion to move into Motion #2 by Trustee Voorhis and seconded by Trustee Lynn, to move into Executive Session. A roll call vote was taken: Dodge : aye,Just-aye, Voorhis-aye, Lynn-aye. Motion carried unanimously. Just announced that he, Mayor Pro Tem Dodge, Trustees Voorhis and Lynn, Trustee appointee Ray Douglas, Town Administrator Sciacca and Chief of Police Schlunsen, Police Officer Flannery and Police  regarding Intergovernmental Agreement(s) with Park County.  Executive Session.  Officer Orcutt would be involved in the Executive Session.  ADJOURNMENT  Following the Executive Session, Mayor. Just announced the time was 9:13 p.m., that the Executive Session had been concluded and he, Mayor Pro Tem Dodge, Trustees Voorhis and Lynn, Trustee appointee Ray Douglas, Town Administrator Sciacca and Chief of Police Schlunsen, Police Officer Flannery and Police Officer Orcutt were the participants in the Executive Session. Just also announced for the record, if any person who participated in the Executive Session believed that any substantial discussion of any matters not included in the motion to go into the Executive Session occurred during the Executive Session, or that  1    MINUTES THURSDAY- December 15, 2022  any improper action occurred during the Executive Session in violation of the Open Meetings Law, that they state their concerns for the record.
