MINUTES SPECIAL MEETING NOVEMBER 16, 2021 CARBONDALE TOWN HALL CARBONDALE BOARD OF TRUSTEES Mayor Pro Tem Ben Bohmfalk called the Board of Trustees Special Meeting to order on November 16, 2021, at 6:00 p.m. ROLL CALL: The following members were present for roll call: Mayor Pro Tem Trustees Ben Bohmfalk Marty Silverstein Lani Kitching Erica Sparhawk Luis Yllanes Heather Henry Dan Richardson Absent Mayor Staff Present: Interim Town Manager Town Clerk Finance Director Kevin Schorzman Cathy Derby Renae Gustine COMMUNITY REQUEST ALLOCATION Trustee Yllanes, disclosed that he has a conflict of interest, recused himself, and left the Mayor Pro Tem Bohmfalk stated that the Board has allocated funding from the Nicotine Tax to YouthZone, Stepping Stone, and the Family Resource Center. He told the Board that he wants to make sure that we are not paying these entities twice. After looking over the applications he is comfortable that the proposed grant allocations will go to their core organizations. Trustee Sparhawk agreed, and noted that we have asked them to take on additional work. Trustee Kitching told the Board that she talked to the directors of the three organizations and they assured her that the is no co-mingling of Trustee Bohmfalk stated that in 2023 the Board may want to allocate some of the meeting. funds. A spreadsheet of the allocations is attached to these minutes. OPIOID SETTLEMENT AGREEMENT Kevin explained that multiple states have filed suits against opioid producers and distributors, and a settlement has been proposed. The more Colorado cities that join the settlement the more money the State receives. Carbondale would receive approximately $16,000. The Town can spend the funds per the stipulated uses or pool the money with the region. Staff recommends approval as it will help the State as a Trustee Kitching made a motion to approve the Colorado Opioids Settlement Memorandum of Understanding, participation forms and Escrow Agreement and authorize the Mayor to execute the documents.
