MINUTES CARBONDALE BOARD OF TRUSTEES WORK SESSION CARBONDALE TOWN HALL AND VIA ZOOM FEBRUARY 15, 2022 MEETING Mayor Pro Tem Ben Bohmfalk called the Board of Trustees Work Session to order on February 15, 2022, at 6:00 p.m. ROLL CALL: The following members were present for roll call: Mayor Pro Tem Trustees Ben Bohmfalk Marty Silverstein Lani Kitching Erica Sparhawk Heather Henry Luis Yllanes Dan Richardson Absent Mayor Staff Present: Town Manager Town Clerk Planning Director Lauren Gister Cathy Derby Janet Buck COMPREHENSIVE PLAN UPDATE Janet explained that there are two comprehensive plan documents - the 2013 Plan and the 2022 update. When reading the Plan you have to switch between the two which makes it very cumbersome. The Planning & Zoning Commission (P&Z) suggested that the two documents be combined into one document. The original budget was $75,000 but additional community outreach was done, and the Plan was translated into Spanish, which was not in the original scope of work. The Town has not paid for the additional outreach, translation and the potential integration of the two documents. Staff asked the Board if they would like to combine the two documents, and if they would be willing to pay the additional fees. Discussion ensued. Trustee Meeting Minutes February 15, 2022 Page 2 The Board agreed to pay the additional fees and commented that it's amazing that the Plan has been translated into Spanish. It was suggested that the additional fees could P&Z Commissioner Nicholas DiFrank asked the Board how does the newly acquired Town Center get referenced in the Comprehensive Plan, it at all. Mayor Pro Tem Bohmfalk responded that Town Center will not be tied to the Plan. Janet stated that the Board will look at the public comments concerning the downtown during the Town Center decision making process. Trustee Henry noted that when the comments were Nicholas asked the Board it there will be an opportunity for community feedback one last time? Janet noted that there are still ten days left in the comment period. Lauren stated that there will not a Board meeting for additional public comment. P&Z Chair Jay Engstrom stated that there is more public engagement than when the update started. The Board agreed that P&Z could have another meeting to accept public comment. Jay, Nicholas and Jarrett agreed that the next P&Z meeting should be Mayor Bohmfalk asked the Board about the timing of the next Comprehensive Plan update. MISCELLANEOUS Trustee Silverstein offered his condolences to the Brendlinger family on the passing of Jack Brendlinger. Jack was a very influential community member.
