Townof Ledaredge Colorado  PLANNING & ZONING COMMISSION Special Meeting and Public Hearing Tuesday, April 9, 2024, 5:30 p.m.  Call to Order & Pledge of Allegiance: Chairperson Bethurum called the meeting to orderat Roll Call: In attendance were Chairperson Skip Bethurum, Commissioners Ardon Barnes, Marcy Peterson, Jason Weed, and ex official members Jim Atkinson. Excused from the meeting was Commissioner Anderson. Also in attendance were Interim Town Administrator Mark Relph, Attorney Bo Nerlin, Planner Mark Chain and Town Clerk Jess Shelton. Not in attendance were Commissioner Terry Jarboe and ex-officio Tracy Gist were not in attendance.  5:31 p.m.  Back 9 Equities, LLC-I Mesa Point PUD Public Hearing  Open Public Hearing: Commissioner Weed moved and Commissioner Peterson seconded to open the Public Hearing at 5:44 p.m. All voted 'aye,' no one voted 'nay,' the motion passed unanimously, and the Public Hearing was opened. Staff Introduction: Town Planner Mark Chain gave a slideshow presentation. Commissioner Peterson moved, and Commissioner Barnes seconded to approve the staffintroduction. Staff Presentation: Planner Mark Chain gave aj presentation. Questions to Governing Body to Applicant or Staff:  Chairperson Bethurum asked about the geological report.  Commissioner Barnes stated that there were: not any survey stakes to see where Chairperson Bethurum asked about water and where water will flow in that area. Tate Locke stated it was proofofconcept at this time and more engineering will Chairperson Bethurum asked that ifthe application is approved would there be more engineering to come? Ift the density did not match would the applicant fix that issue in the future? Mark Chain addressed these big-ticket items:  Highway 65 Corridor Jay Road improvements Deer Creek Road Temporary Emergency Access  Open space dedication = common open space is allowed and can be limited to development residents only, or available to the whole town community. It would be up to thel Planning and Zoning Commission and Planner Mark Chain stated he thought the Flag lots that are not on a dedicated right of way these can be a challenge since people can be treated differently. Mark Chain recommended the removal of flag lots. Phase 1 would be gravity flow sewer; Mark Chain recommended aj preliminary plan that was comprehensive and would address the issues going forward. Mark Chain stated that Casitas need more clarification in the application to ensure that Building height is not defined but current grade is commonly used. Lift stations are allowed but highly discouraged.
