Approval of March 25, 2024 Regular Meeting Minutes and April 1, 2024 Special Meeting  Minutes.  b. Acknowledgment of Receipt of Payments Made for March 2024. C. Cancelling the Monday, May 27, 2024 Council Meeting. Building Permit Fees During the Month of. June 2024.  d. Approval of Resolution 24-23, Concerning Reduction in the. Amount of Certain Residential e. Approval of Resolution 24-24, Authorizing Execution of Common Interest and Confidentiality f. Approval of Resolution 24-25, Approving a Third Amendment to the Agreement by and between the City of Dacono and Lamp Rynearson and Associates for Engineering Services. Councimember Cummings moved to approve the consent agenda as presented. The vote  Agreements.  was unanimous with Mayor Morehead declaring the motion carried.  General Business  Mayor Morehead asked if any councilmember had any disclosures regarding the public hearings, such as conflicts of interest or any ex parte communications. Public Hearing and Consideration of Ordinance 960, Amending Chapter 6 of the Dacono Municipal Code Regarding Mobile Food Trucks and Pushcarts, on Second  Morehead stated he did not have any disclosures to make.  Page 1 of4    Reading.  Mayor Morehead opened the public hearing. City Clerk Valerie Taylor presented her report.  Mayor Morehead asked about a property owner renting out their property (empty lot) for food trucks. Valerie stated that would be up to the licensing authority. Kathleen stated that there is nothing int the ordinance to prevent them from doing that but there may be Councilmember Rogers asked what happened if food trucks do not follow the rules? Kathleen stated that would be an enforcement matter just like any other section oft the code. With no further comments, Mayor Morehead closed the public hearing. Councilmember Plain moved to approve Ordinance 960, Amending Chapter 6 of the Dacono Municipal Code Regarding Mobile Food Trucks and Pushcarts, on Second Reading. The vote was unanimous with Mayor Morehead declaring the motion carried. B. Public Hearing and Consideration of Ordinance 961, Amending Chapter 6 of the Dacono Municipal Code Concerning the Issuance of Festival Permits, on Second  something in the zoning code that would. Mayor Morehead moved to approve Ordinance 961, Amending Chapter 6 of the Dacono Municipal Code Concerning the ssuance of Festival Permits, on Second Reading. The vote was unanimous with Mayor Morehead declaring the motion carried. . F Public Hearing and Approval of Resolution 24-26, Amending the 2023 Fiscal Year Budget; and Resolution 24-27, Amending the 2024 Fiscal Year Budget.  Mayor Morehead opened the public hearing. Finance Director Kelly Stroh presented her report.  With no further comments, Mayor Morehead closed the public hearing. unanimous with Mayor Morehead declaring the motion carried.  Councimember Plain moved to approve Resolution 24-26, Amending the 2023 Fiscal Year Budget with Section 7 with the corrected amount of $7,160,461.00. Consideration of Ordinance 962, Amending the Dacono Municipal Code to Allow Accessory Dwelling Units ("ADUS") in all Residential Zone Districts of the City and Clarifying Water Tap Requirements for ADUS, on First Reading and Setting a Public  Page 2 of4    Hearing Pursuant to Charter S 3-9 for April 22, 2024, at 6:00 p.m. City Attorney Kathleen Kelly read the ordinance summary.  Councilmember Plain moved to approve Ordinance 962, Amending the Dacono Municipal Code to Allow Accessory Dwelling Units ("ADUS") in all Residential Zone Districts oft the City and Clarifying Water Tap Requirements for ADUS, on First Reading and Setting al Public Hearing Pursuant to Charter S 3-9 for April 22, 2024, at 6:00 p.m. The vote was unanimous E. Consideration of Ordinance 963, Establishing Design Standards for Residential Development in the City of Dacono, on First Reading and Setting al Public Hearing  with Mayor Morehead declaring the motion carried. Councilmember Plain moved to approve Ordinance 963, Establishing Design Standards for Residential Development in the City of Dacono, on First Reading and Setting a Public Hearing Pursuant to Charter S 3-91 for April 22, 2024, at 6:00 p.m. The vote was unanimous F. Executive Session for a conference with an attorney representing the City for the purposes of receiving legal advice on specific legal questions under C.R.S. S 24-6- 402(4)(b); and for the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, andlor instructing negotiators, under C.R.S. For the record, if any person who participated int the executive session believes that any substantial discussion of any matters not included in the motion to go into the executive session occurred during the executive session, or that any improper action occurred during the executive session in violation of the Open Meetings Law, and  asked that any concerns be stated for the record.
