Consider Approval of Resolution 2024-05 Approving the Submittal of a Grant to The Strong Communities Grant Program and Approve Matching Funds ADJOURNMENT Posted Friday April 5, 2024 at Cripple Creek City Hall, the Cripple Creek Post Office and on the City of Cripple Creek Website AEOtTPETEEkCON CITY OF CRIPPLE CREEK, COLORADO RESOLUTION 2024-XX A RESOLUTION OPPOSING STATE HOUSE BILL 24-1436 CONCERNING THE REFERRAL OF A BALLOT ISSUE RELATED TO THE 102 REVENUE FROM THE SPORTS BETTING TAX, AND, IN CONNECTION 103 THEREWITH, REFERRING A BALLOT ISSUETOTHE VOTERSTOIOAALLOWTHESTATETOKEEPANDSPEND ALL SPORTS BETTING 105 TAX REVENUE IN EXCESS OF THE TWENTY-NINE MILLION DOLLAR 106 ESTIMATED INCREASE IN STATE TAX REVENUE APPROVED BY 107 VOTERS IN 2019 FOR THE PURPOSE OF FUNDING WATER 108 CONSERVATION AND PROTECTION PROJECTS RATHER THAN 109 REFUNDING SUCH EXCESS REVENUE TO CASINOS WHEREAS, the citizens of Colorado voted to authorize limited gaming provided such WHEREAS, the rationale that was used toj promote passage oflimited gaming laws was that itwould enhance andi rejuvenate thei mountain communities ofCripple Creek, Central City and Black Hawk, and that such enhancement and rejuvenation was worth the tradeoffofthe depredating effects limited gaming was only allowed in Cripple Creek, Central City and Black Hawk; and on families and communities that go hand in hand with limited gaming; and WHEREAS, sports betting, as those who promoted passage ofs sports betting laws was that sports betting would be anchored int the same mountain communities of Cripple Creek, Central City and Black Hawk; and WHEREAS, in fact that isi incorrect and the City of Cripple Creek has not benefitted in any material way from sports betting duet to the fact that thel local casinos sold their rights toi major sports betting operators operating outside the City while at the same time having reduced the number of gaming devices as a result of the COVID pandemic, which device numbers have not materially increased back toj pre-Covid numbers; and WHEREAS, HB24-1436 further erodes the citizens trust by asking that the approximately thirty-four million dollars 65400,00ofumapeced sports betting tax revenues not be allocated tot the City ofCripple Creek or the other mountain communities, ort thej junior colleges but ini fact all ofit go back to the State; and WHEREAS, the State is promoting such an allocation of the thirty-four million dollars ($34,000,000) of unexpected sports betting tax revenues by framing the choice as one of giving the thirty-four million dollars 65400,00ofumapesed sports betting tax revenues back to the State or having to give it back to the casinos. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CRIPPLE 1 CREEK, COLORADO, THAT: Section 1. TheC City Councilo lofCripple Creek opposes House Bill24-1436: as written and rejects the question as framed. The City Council strongly urges its legislators to vote NO on this proposed bill.
