MINUTES CARBONDALE BOARD OF TRUSTEES WORK SESSION CARBONDALE TOWN HALL AND VIA ZOOM OCTOBER 18, 2022 Mayor Bohmfalk called the Board of Trustees Work Session to order on October 18, 2022, at 6:00 p.m. Present: Mayor Trustees Ben Bohmfalk Colin Laird Lani Kitching Erica Sparhawk Chris Hassig Luis Yllanes Marty Silverstein Cathy Derby Christy Chicoine Kevin Schorzman Mark O'Meara Staff Present: Town Clerk Finance Director Public Works Director Utilities Director LIFT-UP PRESENTATION Parks and Recreation Director Eric Brendlinger Ivan Jackson, Lift-Up Executive Director, informed the Board that Lift-Up is considering leasing the old City Market for a warehouse facility. They are currently performing a feasibility study to determine if it's a good match. In addition to serving as a warehouse he envisions the facility will act as storage for farmers and will host a Farmer's market. Discussion ensued. Trustee Silverstein asked Ivan if he had a conversation with the owner's representative? Ivan answered yes. Trustee Silverstein asked if Lift-Up is working with the Food Bank of Trustee Kitching asked what food pantry is the busiest? Ivan answered Rifle. Trustee Kitching asked how Lift-Up is funded? It's funded by donations (70%), government Trustee Hassig stated that he is enthusiastic for the project, and he asked if it would be Mayor Bohmfalk stated that he believes that this is a good project for Carbondale, and he likes the retail aspect. He is not sure what the traffic impact will be but that is why the Rockies? Yes, they are. grants and they have a thrift store. possible to have a youth component. they are doing a feasibility study. CRYSTAL RIVERI RESTORATION AND WATER CONSERVATION DISCUSSION Crystal River Restoration Quinn Donnelly, Mark O'Meara and Eric Brendlinger were present for the discussion. They explained that the project consists of restoring one-half mile of the Crystal River along Riverfront Park. Last Spring they put the project out to bid and received one proposal that greatly exceeded their budget. They looked at scaling back the project or trying to raise more money. They opted to raise more money. The Town has put an additional $200,000 in the 2023 budget for this project. The goals of the project are: Perform in-channel work = must perform by September 30th Place a more permanent structure at the Weaver Headgate creating stability and connectivity Create an outdoor classroom Trail improvements Make the park ADA accessible Discussion ensued. Mayor Bohmfalk asked what is the confidence level of maintaining the in-channel work? Mark answered that the bank stabilization and head gate will be most of the work. He is confident that the head gate will stay in place. They are also confident the work will Trustee Kitching asked if the work would help the performance of the Weaver Ditch? Yes, it will. Will the flood plain be influenced? No, it won't. Will the work impact Wild and Scenic Designation? No, it will not. Will the project increase water to the town? Trustee Hassig asked if one contractor will do all of the work? Eric answered that one contractor will do most of the work = the headgate and signage work will be performed by other contractors. Trustee Hassig asked who are the other donors? Eric answered GOCO, Aspen Valley Land Trust, Fishing is Fun, the River District, Colorado Water Conservation Board and Pitkin County Healthy Rivers may become a possible partner. To date Carbondale has contributed 24% of the project costs. The Board inquired if they asked Garfield County for a contribution? Kevin explained that there is a recommendation to have water conservation policies be consistent throughout the valley. Kevin stated that a new irrigation system at South Highway 133 would be more efficient possibly saving 25% of the water now used. Kevin and Eric think that a water conservation project might work at the corner by Colorado Meadows Kevin noted that a conservation project should not take the place of Well #4. The additional well is not meant to increase production, it's for redundancy and security or the 4th Street Plaza. purposes. Budget Review - Public Works/Utilities and Parks and Recreation The Board inquired about the American Rescue Plan Act (ARPA) funding. Kevin explained that the money was placed in a newly created Cybersecurity Fund to account for expenditures. To date the money has been used on SCADA system improvements The Board asked Kevin about the Nettle Creek Pump Back. Kevin explained that $400,000 has been allocated to this project which is designed to be a micro-hydro plant. They are having a problem acquiring an easement through private property. Staff is confident that the Nettle Creek Hydro Plan project will be completed in 2023. The Board asked about the Industry Way Roundabout. Kevin answered that it will be and an air study at the waste water plant. part of the capital projects discussion next week.
