CARBONDALE YOUTH AND FAMILY ADVISORY COUNCIL - TOBACCO1 TAX GRANT AWARD RECOMMENDATIONS Anna Cole and Mike Hayes presented the board with their recommendations on how to distribute the Tobacco Tax grant award. Michael provided some background, stating that mental health crisis among teens & students has increased. Anna answered that when the town banned flavor vaping products, the perception to kids of the accessibility went down, but now after COVID, it has gone back up. She explained that kids must want to stop using. School leaders indicated they need to start looking at the kids in elementary school, Programs can't start just in high school. Trustee Meeting Minutes April 25, 2023 Page 5 Family support services for those kids at risk at younger ages. Hope Center has adapted to younger ages along with the needs of the community. Anna followed up with the work that Carbondale has done to support mental health and has been more progressive. Other districts and communities are just now starting to be open to the mental health of students. Enlisted grant writing professional to help with large grants for RFV. Optimistic that additional funding sources are in the pipeline. The mayor concluded that with a 14% decrease in tobacco tax, what's the most effective use of these funds? Let's keep asking questions. Trustee Silverstein made a motion to approve the recommendations for grant funding as presented by Carbondale Youth & Family Advisory Council. Trustee Sparhawk 7yes votes: Silverstein, Laird, Hassig, Bohmfalk, Kitching, Yllanes, Sparhawk seconded the motion and it passed with: SPECIAL EVENT LIQUOR LICENSE - WILDERNESS WORKSHOP Wilderness Workshop has applied for a Special Event Liquor License for a community event to be held at Sopris Park. All fees have been paid and the Police Department has Trustee Sparhawk made a motion to approve. Wilderness Workshop's Special Event Liquor License. Trustee Kitching seconded the motion and it passed with: 7yes votes: Yllanes, Hassig, Bohmfalk, Kitching, Laird, Sparhawk, Silverstein INDUSTRY PLACE ROUNDABOUT SUBSURFACE UTILITY ENGINEERING Kevin Schorzman explained that this project is using funds collected as part of development fees received as part of Highway 133 developments. The mayor asked about the timeframe for the roundabout. reported no problems with the applicant or the premises! CONTRACT Kevin stated that once we get to the point where CDOT is comfortable with it, then it will get real. Knowing we must identify funding sources before we go to construction, the Trustee Hassig made a motion to accept the quote from Horrocks Engineers and authorize the mayor to execute the agreement.
