MINUTES CARBONDALE BOARD OF TRUSTEES WORK SESSION CARBONDALE TOWN HALL AND VIA ZOOM MAY 16, 2023 MEETING Mayor Bohmfalk called the Board of Trustees Regular Meeting to order on May 16, 2023, at 6:00 p.m. ROLL CALL: The following members were present for roll call: Mayor Trustees Ben Bohmfalk Lani Kitching Colin Laird Erica Sparhawk Marty Silverstein Luis Yllanes Chris Hassig Jessica Markham Lauren Gister Carl Meineke Staff Present: Town Clerk Town Manager Town Arborist WECYCLE APDATEPRESENTATON Mirte Mallory Executive Director & James Currie, System Director from WeCycle updated the board on their progress. They explained that bike share is designed for short, fast & frequent trips. 2022 marked their 10th year of service in the Roaring Fork Valley. The Basalt BRT station saw the largest increase in ridership. The average ride time was 9 minutes. Regarding the new Carbondale Service: Carbondale will have 17 stations & 80 Bikes. New sponsors will be Alpine Bank at Station Beacon. New web app to check out bikes through the platform. Adjusted age limit to 14 years or older with consent from a guardian. English and Spanish on all materials. Trustee Meeting Minutes May 16, 2023 Page 2 Mirte explained that after 11 months of planning, the system is set to launch in July/August 2023. There are 2 more stations than originally scoped. The Carbondale Park n Ride is a core station with the south side of the Town's dense housing located approximately 2 miles from a transit station. She mentioned that the E-bikes can be charged at any station, rather than being charged at the maintenance shop. The infrastructure has started to go in for bike stations. Signs will go up alerting residents to Jamie Abbott & Michael Stout from Carbondale Arts joined the conversation. They announced that a local artist, Bailey Haines, will be working with WeCycle. Her art will be featured on select bikes as well as stations throughout town. James replied that the station will go in front of Sopris Liquor & Wine. He also noted that the mobile app will show how many bikes and docks are available at any given station Mirte explained that they will require a name, phone number, and email. Because rides over 30 minutes require payment, those community members without a credit card will inr real-time. need to speak with WE-Cycle directly. Dan Bullock, a Tree Board member, asked if there is a discount for seniors. Mirte responded that if a ride is under 30 minutes, the ride is free, and there is no plan for a senior discount. CARBONDALE PUBLIC ARTS COMMISSION UPDATE Michael Stout, Chair, and Britni Johnson, Vice-Chair, of the Carbondale Public Arts Art around town event. New sculpture installations around town will continue through the end of the month. June 1 art walk, the following reception will be at Marble Distillery. Artists will be in attendance. Mayor Bohmfalk encouraged him to reach out to people directly. He stated that the general commission structure should be considered when starting a new commission. Trustee Laird added that RFTA is having a very similar discussion on how to serve the Trustee Sparhawk noted that one of the things the board has heard was also making sure to create something that is empowered to advise. She asked how the board saw that group advising.
