SGM was doing the engineering and then they realized that the calculations would not work for the entire subdivision. Need change order to get the storm water engineering to where it needs to be. Trustee Morlan asks if this will be the last change order for this. Ms. Killian states that the change order before this was to add the phase one environmental. Trustee Au asks if the engineer always tells us after the fact that they are going $7500 over budget and its seems absurd. Trustee Au implores that we should remind them that they can't continue to go over budget without approval. Trustee Thomas says the amount of money we send their way that they should be better with their budget. Trustee. Au asks why we can't do al local engineer. Ms. Sickles states they are out of Grand Junction and that they have storm water expertise and local engineers have other specialties but the storm water specialists are in the Grand Junction office. Mayor Tarkington asks that staff to express this to SGM. Trustee Morlan expresses that saying no to this is hard because we work with them al lot and they! haven't done this before. But feels like iti is their fault not ours and we have to pay fori it. Will be some extra funds in Capital Improvement to help offset the $51,267 difference. Ms. Sickles states that it will look similar to Ms. Sickles asks Fast Track when can they start. Eric Andesola with Fast Track Construction wants to get all the curb and gutter done before the batch plants close around Thanksgiving. Would like to be done by December 31st. Wright Water does evaluations on any subdivision or annexation when water rights need to bet transferred to the municipality. They use County data. Wants a more consistent fees to pass on to developers for more accurate impact fees in lieu of. Mr. Schulz wants to standardize the process so there is not inconsistency. Will streamline the process. Has plenty of data to make the numbers more accurate to Bayfield and not the County. Trustee Morlan asks ift this was budgeted. Mr. Schulz states there is a line in Water Fund for general engineering for things like this. AlI Wright Water does is water as opposed SGM. Ms. Killian shows the grading system of how all five graded out by category. Ms. Killian shows on screen maps of the differences in routes. Ms. Sickles would like the meeting to eliminate at least three options. School Superintendent wants to Trustee Morlan asks for an explanation. Ms. Sickles states the County Assessor shows the difference in property tax difference. It will reduce the property tax collected by $34,000 dollars. State says it will backfill with TABOR. Breaks down to about oleven to twelve dollars per citizen. Trustee Au cautions that if we ask for a sales tax increase and oppose HH it may appear we are trying to manipulate and confuse the voter. Itmay also look like what is the Board's own self-interest in opposing this. Trustee Morlan states there needs to be an education piece with this. Ms. Sickles states that it will be a way to get rid OfTABOR. Trustee Thomas clarifies that we are just taking a public stance as a Board. Mayor Tarkington states that iti is a way for municipalities to sign on that it is very strongly opposed. Trustee. Au asks who sponsored the bill. Ms. Sickles states CML had three days to review the bill before it went to vote and she does not know who the sponsor was. The ballot is wait until the School Board elections.
