TRUSTEE COMMENTS Trustee Sparhawk announced the Chamber of Commerce's new farm map and decals for "Take it Easy" are available. It also includes replacing a section of the sewer main on Crystal Circle, which will be This project will use funds from the American Rescue Plan Act (ARPA). Trustee Kitching seconded the motion and it passed with: 5 yes votes: Kitching, Bohmfalk, Hassig, Sparhawk, Yllanes RESOLUTION NO.7 SERIES OF 2023-A APPROVAL OF ADDENDUMTO VRBOHOMEAWAY VOLUNTARY COLLECTION AGREEMENT Christy explained that HomeAway, Inc. did not respond to multiple requests until recently, and they have not collected the Short-term rental tax to date. Recently, however, their attorneys have provided an addendum to the current Voluntary Collection Agreement with the Town that would allow them to collect and remit the tax the same way they collect and remit Sales tax and Lodging tax on behalf of property owners who use their Will work to collect the back taxes owed from before the system was set up to collect it. They stated that they will be returning everything back to Sopris Park and reopening the Euclid Ave entrance. To take better care of the park, they are moving food vendors to 7th St. They received feedback from vendors that they didn't like being away from the fair on Main Street. Because the sport is growing nationwide, it has put larger stress and demand on the current 6 courts, plus overflow onto the tennis courts. Trever explained that the members of RFPA have shown a willingness to financially assist endeavors to expand the courts at North Face Park. Trevor and Jeff stated that nearby municipalities have been slow to build or repurpose courts, and they do not expect to see any new courts until the Spring of 2024. He explained that since the first board meeting over a year ago, they have created a buy-down program. The group initially pursued an ARPA grant which would have required a funding match. They found they were not a good fit. DOLA let them know that there is a $3mm grant that doesn't require a match. Real estate agents will be instrumental in funneling buyers to the program. In June of 2022 there were 27 properties in Basalt and Carbondale that Trustee Meeting Minutes June 13, 2023 Page 5 would have qualified for a buy-down program. Many oft those properties were purchased by second homeowners. Other jurisdictions are asking for help managing these programs as well. Dave explained that a lot of the program guidelines including the maximum or minimum purchasing prices would be set by the town. Buy down assists in buying a home, then Mayor Bohmfalk asked what this looks like if Carbondale is only able to contribute Dave explained that the organization is looking at other sources of funding as well. $3mm will cover 15 units at the maximum amount. Employers may also be willing to contribute as well. This program is working in Eagle County is called The Good Deeds program. The buyers would go to the coalition to assist in home purchases. He also explained that if employers contributed $100 per employee annually, it would create $5mm in funding. Al lot still needs to be taken into consideration. Legal and political issues need to be worked out first. They are trying to find long-term reliable funding solutions. The upside is like funding the fire department. Workers in small businesses are essential, like the fire department, everyone pays in, whether they need itor not. The program could be similar to Habitat for Humanity, where employees of companies who contribute would get priority if a unit comes up for sale. The mayor explained that the town does not want housing to be tied to a specific employer. Only want it to be tied to the location of employment.
