Ms. Sickles replies that the applicants are here and explains the fee of $300.00 is for Public' Works to do a moving barrier fort the Homecoming Parade and they are asking for $500.00. Amy Miglinas Principal of Bayfield High School 336 Mesa Drive and Tawnya Thayer 427 East Lakeside Drive Student Council Advisor for Bayfield School District. Ms. Miglinas states we proposed a new route to help with safety and make it more central to the students. Mayor Tarkington asks about the requesting $500.00 when the fee was $300.00 they were not sure what cost would be. Mayor Tarkington thanks them for doing this with us and that we got way more people for Heritage Days than we expected and she was glad we had a plan and traffic was shut down. Executive Director with Be Frank Foundation states that it is rare for him to be here and is applying for approval for their 10th Annual Be Frankenstein Event. Thanks the Board for their support. Brings lots of people here from Durango as well. One minor change they want to serve out of Bottom Shelf Brewery with the TIPS Certified Servers. Like a small bump out from the Brewery. Wants to brag that Frankenstein helped model the Block Parties with former Town Manager Chris LeMay. Mayor Tarkington asks about the license times being until 6 pm but the flyer states 8 pm. Mr. Usinowicz states the bump out will start serving at 6 pm and the liquor sales will move inside to the Brewery. Mr. Usinowicz mentions that Town Clerk Dustin mentioned the community grant request process and would like to see a fee structure for non- profits. Transitional conversion bit of chaos at the beginning. Park and Culture and Recreation split with Parks and Trails and Senior Center. Feels it is going really well. Budget is based on having an HR Director, Culture Resource and Recreation Director and Senior Center Director. A lot less stressful and running more smoothly and communication is good. New insurance rates out today. Met with Parks and Trails Director Mark Robinson gives report. Operations going normal. South Field got 12 new sprinklers. Ditches covered and re-seeded. Irrigation turned off, waiting on Public Works water tap. Lots of gopher activity, San Juan Wildlife Services providing help on this front. October 16 lines will be blown out and restrooms shut off. Little Pine construction crews will remove cottonwoods in exchange for staging in the park. Some trees need to be removed from Eagle Park and we have a couple bids on those. Mayor Tarkington asks has all the ditches been shut off. Mark says the Main Ditch has. Mayor Tarkington says it is good to see the kids on the soccer fields. Mr. Robinson says fields are in good shape and he can duplicate what Horizon Town Clerk Dustin Hayden gives his report. New Rec Coordinator DJ Pacheco doing well in his first couple weeks. He has been involved with soccer and event planning for Block Parties and Be Frankenstein Event. Has a great background in social media and has driven 5th-6th grade Basketball registration. Two more soccer weekends to go. We did have some opportunities with sportsmanship between a parent and a coach and that's something we will be monitoring. Great to see the young referees learning and getting better. Ballot proofs have been approved and sent. Budget update $26,000 dollars under budget in programs and revenue projections exceeded in adult and youth sports. In the quote and bidding stages for the re-useable jersey project. Utility billing department missed updating General Ledger. Numbers are updated and accurate. Severance Tax and Mineral Tax has been moved in to the General Fund. Grants have been collected. Credit Card focs have been going in to misc. fees. Have been moved and separated as a fee category. Water and Sewer Funds have received credits due to Patterson road.
