1 Town of Cheyenne Wells 151 South 1st Cheyenne Wells, CO 80810 January 10, 2024 Regular Meeting 6:001 PM CALLTOORDER Mayor Pro-tem Carleton Pelton called the meeting to order at 6:00 P.M. and led the group in Pledge of Allegiance to the Flag. Councilwoman, Jones led the group in prayer. Council: Carleton Pelton, Zach Anderson, Karen Gregg, Mark Galli, Sherry. Jones & Rex Hyle. Absent: Mayor Kara Uhland. Staff: Debbie Knudsen Town Clerk. Administrator, Aaron Crum Town Superintendent, & Karen Miller Deputy. The Council approved the agenda upon motion from Councilman Hyle and seconded by Councilman Anderson. All Carl Smalley thanked the Council, Debbie, Aaron, and the crew for doing a great in getting the Town back on their feet and improving the looks oft the Town. He has a request for some of the playground equipment for the Arapahoe Church. Discussion followed. The Town is currently planning to install the school's playground equipment tentatively on the south side of the current playground for the older kids to play on. The Town would let them know ifa any ofi it would be APPROVE AGENDA voting for, motion carried. VISITORS available ift they didn't have space to install all ofit. SHERIFF'S MONTHLY REPORT Sheriff Buchanan was not present, and the Council reviewed the submitted December report. MINUTES Council reviewed and approved the minutes for December 12, 2023, upon motion from Councilman Anderson and The bills for all funds were reviewed and approved upon motion from Councilman Hyle and seconded by seconded by Councilman Hyle. All voting for, motion carried. Councilman Galli. All voting for, motion carried. BILLS FOR ALLI FUNDS The council reviewed the KC Electric and Black Hills Franchise reports. BUILDING PERMITS No Building Permits submitted this month. Update on Tiffany Knudsen building, conditional use, and rezoning permits. Larsen Abstract is working on the Assessor Lacey' Welsh sent an email after our December meeting, there was an update to evaluation and the property tax amount will be $241, 423. Discussion followed. The 2024 Budge property tax was amended to $241,423 upon motion from Councilman Hyle and seconded by Councilman Galli. All voting for, motion carried. The budget will be signed research and labels and al hearing will bel held ati the next meeting. 2024 BUDGET UPDATE by the mayor and will bei filed later this month with DOLA. ELECTION UPDATE Individuals have until January 22nd tot file petitions for mayora and council positions. The Cheyenne County Clerk's office will then get us an updated voter registration to verify signatures. Petitioners final filing of corrections is. January 29th for petitions to be validated. MONTHLY UPDATES Town Superintendent Crum explained to Council the situation of the water leak at the school. Councilman Pelton has spoken with George Kemp to get this repaired. There is also a water issue when water was shut off at the school that Citation Oill lost pressure. Once the school is repaired, they are in hopes this willl help with the pressure at Citation Oil. Town Clerk. Administrator Knudsen is working on the PNA with RESPEC for SRF Grant for a well and a water blending area the Feyh location. The Town's EIAF #9808 Housing Engineering grant willl have the pro con meeting later this month. 2 EXECUTIVE. SESSION (IF NEEDED) No executive session needed. LOUNCIL REPORTS Housing Authoritvy-Counclman. Hyle Everything is moving forward with reporting needs for1 thet troubled status from 2022. Things are well, unitsare almost full again and are working on the recerts of alli tenants. The board signed a contract with new Executive Director Jayci Hollenbaugh. ECCOG & lbrany-Counclwoman Jones Discussed the letter in the packet on adult aging for the Senior Citizen. Parks Report-Coundiwoman Gregg and Councilman Anderson Councilman Anderson thanked the Public Works staff for keeping the MAP walking path clear of snow during the recent. snowstorms. He also inquired about a $100 each to the Boy Scouts and Girl Scouts program for volunteering during the soup supper. The Boy Scouts and Girl Scouts will receive a $100 each donation upon motion from Councilman Hyle and seconded by Councilwoman Gregg. All voting for, motion carried. Carl Smalley suggested motion lights for the bathrooms tos save energy. The Town will check into this as it is a good: suggestion. Water Update-Councdilman Pelton and Councilwoman Jones Street Updates-Councliman Hyle and Councilman Galli Councilman Pelton reminded everyone about the Water Attorney, RESPEC and the Town workshop on. January 31st atr noon. Deputy Miller is planning a meal fort that time frame with the Gap as the caterer. Please get numbers tol her. Councilman Galli inquired on the equipment breaking up some oft the concrete on the curb at Rebeltec. Town Superintendent Crum is having staff use the skidster more on the curb areas. The loader is waiting for new blades fori it. Councilman Hyle inquired on the TAP Grant and Al tentative schedule. Town Clerk Administrator Knudsen stated Councilwoman. Jones suggested the drainage rail at Medicine Arrow Park get painted yellow sO it can be seen. Staff Town Clerk Administrator Knudsen: stated. Jim Lengel stopped by and left sponsorship info for Cheyenne County Tumbleweed Fair. A$1000 sponsorship donation was approved upon motion from Councilman Hyle and seconded by Town Clerk Administrator Knudsen let the Council know that her priort time working with the Town she had the Master Municipal Clerk'sTitle. She has contacted the Clerk's Institute, and she can continue to retain her MMC certificate Hopefully will have them replaced shortly. that with thel holidays and their staff being gone she is in hopes to have more info by next month. willl look into getting this done.
