Town of Cheyenne Wells Special Meeting October 26, 2023 12 pm CALLTO ORDER Mayor Uhland was out oft town this week. Mayor Pro tem Pelton called the meeting to order and led the Council Present: Carleton Pelton, Karen Gregg, Zach Anderson, Sherry Jones, Mark Galli & group in the pledge of allegiance to the US flag. Councilwoman. Jones led the group in prayer. Rex Hyle. Absent: Mayor Kara Uhland Miller Deputy Staff: Debbie Knudsen Town Clerk Administrator, Aaron Crum Town Superintendent, & Karen Visitors: Brian & Janette Dickey and Devin Dickey APPROVE, AGENDA Ally voting for motion carried. The Council approved the agenda upon motion from Councilman Hyle and seconded. by Councilman Galli. Town Clerk Administrator Knudsen explained the Sensus Analytical time stamped meter table and report for Nickle D and Dusty Roads. Nickle Di is an ag related meter and invoiced as such, today's current invoice reflects a commercial charge on the high usage. Dusty Roads is a commercial meter and invoiced as such. Looking at Nickle Ds compared tol last year of 225 gallons to this year at this time of 31,262 gallons and with Brian Dickey being a partner with Nickel D: and also with his personal business Dusty Roads the Council wanted an explanation oft the high use. Discussion followed. Brian Dickey had phoned the office on Monday stating that his guys accidentally took a couple of loads out of Dusty Roads that should have been from the ag meter, and he wanted an adjustment. He also made the statement that he voiced concern that others may have his codei to use his meter as well. Brian Dickey wasi informed back in August he would be billed the commercial rate on Dusty Roads and there would be no adjustment. Devin Dickey stated that he and believed Darin Dickey wanted Nickel D to remain as ag use and fully understood that it would be utilized fori that purpose only. Brian and. Janette Dickey passed along a file of excel spreadsheet showing gallons used and spray consulting sheets showing thet farm acreage the water was drawn from the Nickle D meter. Janette Dickey stated we could not make copies of these to have for the minutes. Brian Dickey: stated that there would ber more water coming out of Dusty Roads in the future fori the concrete service hei is providing for Excel Energy and the various wind tower construction. His commercial well in Kit Carson County he owns is shut it down for the winter. The council thanked them for coming to have the discussion to have a clear picture with all parties ofwhat each meter is to be utilized for. Nickel D will remain at the Ag rate att this time upon motion from Councilman Hyle and seconded by Councilman Galli. Ally voting for, NICKLE D & DUSTY ROADS-SNYDER BULK WATER motion carried. ADJOURN Mayor Pro-tem Pelton adjourned the meeting at 12:24 pm upon motion from Councilman Anderson and seconded by Councilman Galli. All voting for, motion carried.
