Thanks the Board for the meetings off. Talks about the Parks Recreation transition. Great benefit having a Financial Director and Human Resource Director. and experienced Police Chief and transition to the Bayfield Police Department. Biggest liability bill was almost $34,000 more than anticipated. Most of the funds were over budgeted surprise in the General Fund sO it should be ok. We do pay flood insurance for Town Hall and' The Senior Center, the bill comes June or July but we should be ok. Over eighteen months ago Spillman was approved and was billed in 2023. When the final bill comes you will see it for your approval. Columbine Ranger station supposed is to be cut the trees down on Park St. Need more parking and elm trees are considered noxious. Thanks LPEA going for to being involved in the Christmas Tree Lighting Contest. We only had 4 participants but over 900 votes. Dustin Hayden (Town Clerk and Culture and R&R Director) gives report. Election packets are out and in full and got no reply. Trustee Zazzaro points out she can be a resource for PIO County for basketball going. Gym has been very full for those games. Will open the league again when we know how league can play in the day time versus the evenings. New billing rates for utilities entered in to Caselle for many the rate people changes. ClearGov almost ready to post to the Town's website. Need to figure out some weird line items the 2023 budget which was the test run. Reusable shirts almost ready to print, just need to finalize some for sponsorships. Trustee Thomas suggests maybe just charging a deposit on shirts and not a fee. Letter to parents explaining the shirt program is already drafted. Trustee Hartz asks what Caselle is? Mr. Hayden explains iti is a government software platform that handles budgets, utilities, payroll and accounts Trustee Hartz asks what ClearGov does? Mr. Hayden states it is a transparency tool to post the link payable. for the budget and creates graphs and other functions to make budgets easier to read and more transparent. Trustee Hartz asks about the pending charges for data storage. Mr. Hayden relays the loss of Patrick from Data Safe and has not got the information on what is in the cloud from Data Safe. The last piece of advice from them was to get a fire proof safe and buy external hard drives to dump data on. Trustee Hartz asks about got the sponsorship fees if they are the same as last year? Mr. Hayden breaks down the sponsorship fees and states the cost is same as last year and we picked up some new sponsors as well. Trustee Wolff asks if the shirts pay for themselves in a 12 month cycle. Mr. Hayden answers yes. Trustee Wolff asks if we have had feedback on the rate increases? Mr. Hayden states no we have not but the billing cycle has not Mark Robinson (Parks and Trails Director) gives report. December being warm we had a chance to stuff done. All willow trees on Little Pine Creek trimmed down for better river access. Vehicle Maintenance get some being done on vehicles and equipment about fifty percent done. All playgrounds inspected and in Skate Park needed some welding to make it safe. Iwas asked to meet with SME Environmental. good Had shape. trees planted in the wetlands area. Part of the bridge deal was to create some wetlands for wildlife. some Corps of Engineers will do a site visit in April before they sign off oni it. Working on a Grant with the Colorado Army Tree Coalition. A$4000 grant that we will match with our Capital improvement Fund. We have as a community sponsor and were told we could get close to 100 kids for Arbor Day Celebration. Bayfield Twenty School two to twenty five shade trees ifit goes through. Did a couple things in shop that was recommended CIRSA. SGM do a weight capacity for the overhead bay. Waiting for a lift to make the loading and unloading by easier. Two reports in the packet. Half as December as November. Been really busy with thet fiber optic installation. Wanted to many locates in Will have to wait until spring due to depth and the largeness of the hole. On the corner get of the Park last and hydrant Buck fixed. Highway. One sewer strike with the fiber instillation. Lift station repairs done for 2023. With the warm weather we got some ditch maintenance done on Buck Highway and County Road 501. Mill St. side walk weather. North side will not be complete until April 2024. 153,000,000 gallons of water made delayed 10% versus by last year. l'and Iwill be a big project for 2024.
