October 11, 2016  The Dale County Commission convened its regular meeting on Tuesday, October 11, 2016. The following members were present: Mark Blankenship, Chairman; District One Commissioner Chris Carroll; District Two Commissioner Steve McKinnon; District Three Commissioner Charles W. Gary  and District Four Commissioner James W. Strickland.  WORK SESSION  Chairman Blankenship called the work session to order at 10:00 a.m. The following items were on  the work session agenda for discussion and/or information:  Minutes-  1. Commissioner Carroll followed with prayer.  MINUTES - September 27. 2016 REGULARS SESSION  Commissioner McKinnon made a motion to approve the minutes of the September 27, 2016 regular session. Commissioner Carroll seconded the motion. All voted aye. Motion carried. Executive Meeting called by Chairman Mark Blankenship, To Discuss Good Name & Character Commissioner McKinnion made a motion to move to the Executive Meeting. Commissioner Carroll Commissioner Gary made a motion to reconvene from the Excecutive Meeting. Commissioner  and Discuss Economic Development Project seconded the motion. All voted aye.  Lapsed time...  Strickland seconded the motion. All voted aye. APPROVED - TRAVEL REQUEST  Commissioner McKinnon made motion to approve the Travel Request Commissioner Gary seconded the motion. EMA Kurt McDaniel - Orange Beach - $368.50    October 11, 2016  APPROVED = EMPLOYMENT  Commissioner Strickland made a motion to approve the employment of, Randy Benefield- Transfer from Courthouse to Deputy $12.50 hr., Commissioner Gary seconded the motion. All voted aye. Motion carried. Commissioner McKinnon made a motion to approve the employment of, Klaudia Brophy - Engineer Clerk VII - $15.50 hr. full-time. Commissioner Carroll  seconded the motion. All voted aye. Motion carried.  APPROVED WAGE INCREASE  Commissioner McKinnon made a motion to approve the wage increase for Chief Deputy Mason Bynum from $46,675.20 to 47,500.00. and a wage increase due to length of service, Ms. Tina Bennett from $18.04 to 21.54. Commissioner Carroll seconded the motion. All voted aye. Motion  carried.  APPROVED - SUPPORT  The Support of the Deep Borehole Drill Test in Dale County. Commissioner Carroll made a motion to approve the letter of support. Commissioner Gary seconded the motion. All voted aye. Motion  carried.  APPROVED RESOLUTIONS  Commissioner McKinnon made a motion to approve the Resolution Proposed Constitutional Resolutions - Blanket Conditions of County Roads and Bridges. Commissioner Carroll seconded  Amendment 14 and Proposed Constitutional Amendment 3 and 4.  the motion. All voted aye. Motion carried.  APPROVED POSTING REVISIONS OF JOB TITLES  Commissioner McKinnon made a motion to approve Posting of the, Proposed Change in the Human Resource Director Job Title with those changes being to assist Department Heads with HR operations and Prepares County wide payroll. The Commission Clerk Revision of job title was removing payroll but add as a back-up to payroll. Commissioner Strickland seconded the motion.  All voted aye. Motion carried.  APPROVE - RENEWING OF MDI CONTRACT  Commission McKinnon made a motion to approve the MDI contract for 3 more years. Commissioner Gary seconded the motion. All voted aye. Motion carried.    October 11, 2016  APPROVE EMA BUDGET ADJUSTMENT  Commissioner Carroll made a motion to approve a $7000.00 Budget Adjustment for EMA Director to purchase a personal radio. Commissioner Strickland seconded the motion. All voted aye. Motion  carried.  APPROVED- JAIL WORK  Commissioner Gary made a motion to approve the jail sink valve work done by: Jimmy Sanders in the Dale County Jail to be paid with Jail Ad valorem tax $22477.00- -( Commissioner McKinnon  seconded the motion. All voted aye. Motion carried.  MEMORANDUM OF WARRANTS  Commissioner Strickland made a motion to approve the memorandum of warrants. (Payroll check numbers 154315-154318, Payroll direct deposit numbers 21351-21482, and Accounts Payable check numbers 74156-74282). Commissioner Gary seconded the motion. All voted aye. Motion  carried.  ANNOUNCEMENT - NEXT REGULAR MEETING  Chairman Blankenship announced that the next regular meeting of the Dale County Commission  would be Tuesday October 25,2016 at 10:00 a.m.    October 11, 2016  ADJOURNMENT: CONFIRMATORY STATEMENT  Commissioner Strickland made a motion to adjourn the meeting. Commissioner Gary seconded  the motion. All voted aye. Motion carried.
