Dale County Commission Commission Meeting Minutes - March 13, 2018 The Dale County Commission convened in a regular session Tuesday, March 13, 2018. The following members were present: Chairman Mark Blankenship; District One Commissioner Chris Carroll; District Two Commissioner Steve McKinnon; District Three Commissioner Charles Chairman Blankenship called the meeting to order at 11:00 am. Commissioner McKinnon opened with the Pledge of Allegiance. Commissioner Gary followed with prayer. Corrections Officer Edward Cody Johnson was recognized for completing the Alabama Jail Training Academy. Sheriff Wally Olson and Chairman Mark Blankenship presented Johnson with a certificate and lapel pin from the National Institute of. Jail Operations. W. Gary; and District Four Commissioner Frankie Wilson. APPROVED - MINUTES - FEBRUARY 27, 2018 REGULAR SESSION Commissioner McKinnon made a motion to approve the minutes of the February 27, 2018 Commission meeting. Commissioner Carroll seconded the motion, all voted aye. Motion carried. APPROVED - TRAVEL REQUEST Commissioner McKinnon made a motion to approve the following travel request: 1) Judge Michalic and Keisha Johnson oft the Probate Office, Probate Judges 2) Kurt McDaniel, EMA department, March 19-20, 2018, Everbridge Training Spring Conference, April 19 -20, 2018, $702.50 In Dekalb County, $260.00. Commissioner Carroll seconded the motion, all voted aye. Motion carried. APPROVED - DALE COUNTY ROAD & BRIDGE. - LETTER AND INVOICE Commissioner Gary made a motion to have Attorney Henry Steagall rewrite the letter and send the invoice SE Alabama Gas Company for damages that occurred on County Rd. 17. See Exhibit 1. Commissioner Wilson seconded the motion, all voted aye. Motion carried. APPROVE- - ROAD & BRIDGE-OFF SYSTEM CHIP SEAL ROADS OUT FOR BID County Engineer Derek Brewer, to accept bids for off system chip seal roads. APPROVED - ECONOMIC INCENTIVE FUND REQUEST Commissioner Carroll made a motion to approve the Economic Incentive Fund request of $35,000.001 for the rehabilitation of a speculative building in Ozark Corporate Park. See Exhibit 2. Commissioner Wilson seconded the motion, all voted aye. Motion carried. Assistant Engineer March 14,2018 Dear Sir/Madam On February 10th and 11,Dale County received 6-7 inches of rain on the west side of the county near Enterprise. Dale County Road 17 was partially eroded away andt the asphalt undermined from the edge oft the pavement to the centerline oft the road, and Dale County Road & Bridge Upon inspecting the site, Iobserved a recent utility cut made by your agency approximately 31 feet deep on the shoulder oft the right-of-way that had not been' backfilled or compacted properly nor had any erosion control efforts put inj place. Due to your lack of proper management practices to protect from erosion, the heavy rain washed out your trench and damaged Dale County's roadbed. On February 15th the Dale County Road & Bridge Department personnel cut and removed the portion of asphalt that was undermined; excavated down into the subbase approximately 2 feet deep to a stable material. Then they hauled in and compacted 180 cubic yards of sandy-clay base material and brought in another 94 cubic yards of 825B Dense Grade. The final layer consisted of 45 tons of asphalt wearing surface which had to be performed by a contractor for the amount of $10,000.00, and on February 22 the damage repair was completed and the road was reopened for Including labor, materials, equipment and contractor, the total cost to Dale County to repair the damages caused by your defective work was $27,021.06. Therefore, at this time I am invoicing your agency for the total amount listed above. Steagall, III Dale County Engineer EXHIBIT 2 Incentive Fund Request City/Town: Ozark Project Short Description: Rehabilitate Speculative Building in Ozark Corporate Park Project Description: After surveying economic development partners. to include the Department of Commerce, Southeast Alabama Gas. and PowerSouth. to determine how marketability of the speculative building may be improved to better attract industry prospects, a common theme arose: improve the "curb appeal" of the building. To address this issue. the following activities are proposed: 1. Landscape entrance to building 2. Add a drive. parking lot, and sidewalk 3. Add floor to building 4. Repair ceilings and walls 5. This project provides a valuable economic development incentive that better enables the community to attract an industry.
