ORA IS Dale County Commission Commission Meeting Minutes - August 30, 2022 The Dale County Commission convened in a regular session Tuesday, August 30, 2022. The following members were present: Chairman Steve McKinnon; District One Commissioner Chris Carroll; District Two Commissioner Donald O. Grantham; District Three Commissioner Charles W. Gary; and District Four Commissioner Frankie Wilson. Chairman McKinnon called the meeting to order at 10:00am. Commissioner Grantham opened with the Pledge of Allegiance. Commissioner Gary followed with prayer. APPROVED = AGENDA Commissioner Carroll made a motion to approve the agenda, Commissioner Grantham seconded the motion, all voted aye. Motion carried. APPROVED = MEMORANDUM OF WARRANTS Commissioner Grantham made a motion to approve the following Memorandum of Warrants: Accounts Payable Check Numbers 93984-94142. APPROVED - PERSONNEL - CLASSIFICATION AND PAY PLAN Commissioner Gary made a motion to approve to post for a 10-day review, an updated Classification and Pay Plan to be effective 09/21/22. See Exhibit 1. Commissioner Wilson seconded the motion, all voted aye. Motion carried. APPROVED - PERSONNEL - APOST CERTIFIED PERSONNEL Commissioner Carroll made a motion to approve the following: due to labor market changes within law enforcement agencies across the State, the Commission is granting a 12% raise for all APOST personnel, no elected officials, effective September 21, 2022. Commissioner Wilson seconded the motion, all voted aye. Motion carried. APPROVED - ARPA FUNDS EXPENDITURE REVIEW - ROAD & BRIDGE Commissioner Grantham made a motion to approve the IAC to review expenditure for a knuckle boom truck - Road & Bridge - estimated $305,000. APPROVED - BOARD APPOINTMENT - DOTHAN-HOUSTON CO AIRPORT Commissioner Gary made a motion to approve a board appointment for the Dothan-Houston County Airport Authority: Jon Stuckey, term expiring 09/30/26. APPROVED = FY23 COUNTY TRANSPORTATION PLAN - ROAD & BRIDGE Commissioner Carroll made a motion to approve the FY23 County Transportation Plan. See Exhibit 3. APPROVED - CORD344- - ROAD & BRIDGE Commissioner Wilson made a motion to approve an agreement with Keith Hardy's Asphalt Paving in the amount of $27,300.
