RA Dale County Commission Commission Meeting Minutes = March 22, 2022 The Dale County Commission convened in a regular session Tuesday, March 22, 2022. The following members were present: Chairman Steve McKinnon; District One Commissioner Chris Carroll; District Two Commissioner Donald O. Grantham; District Three Commissioner Charles W. Gary; and District Four Commissioner Frankie Wilson. Chairman McKinnon called the meeting to order at 10:00am. Commissioner Grantham opened with the Pledge of Allegiance. Commissioner Carroll followed with prayer. APPROVED - AGENDA Commissioner Grantham made a motion to approve the agenda adding a travel item. Commissioner Carroll seconded the motion, all voted aye. Motion carried. APPROVED MEMORANDUM OF WARRANTS Commissioner Carroll made a motion to approve the following Memorandum of Warrants: Accounts Payable Check Numbers 92540-92643. APPROVED - TRAVEL Commissioner Gary made a motion to approve the following: Commission ACCA Convention - Orange Beach, AL- - August 22-26, 2022 Steve McKinnon, Chris Carroll, Donald Grantham, Frankie Wilson, Chic Gary and Cheryl Ganey -$10,103.40. Revenue = Sheila Waller - Property Admin Class = April 13-15,2022 = Opelika AL - $899.41. Commissioner Wilson seconded the motion, all voted aye. Motion carried. APPROVED - JAIL AD VALOREM EXPENDITURE - FUND 151 Commissioner Carroll made a motion to approve the expenditure of Jail Ad Valorem funds for a 18,000 BUT carrier mini split for jail tower $3,928.00. Commissioner Grantham seconded the motion, all voted aye. Motion carried. APPROVED - ROAD PROJECT - DCP 23-04-19. - CR47 Commissioner Gary made a motion to approve the request for the Commission to concur in the award of contract DCP 23-04-19. County Funds Due $453,013.45 in lieu of $323,833.47 that was approved on 01/11/22. Fund 221. See Exhibit 2 Commissioner Carroll seconded the motion, all voted aye. Motion carried. APPROVED - BUDGET AMENDMENT - FUND 221 Commissioner Carroll made a motion to approve a budget amendment due to an increase in the cost, $129,179.98, of road project DCP 23-05-20, Fund 221. Engineer will remove project RADCP230120: from FY22 budget to cover the increase in this project. Commissioner Gary seconded the motion, all voted aye. Motion carried. APPROVED - FUND 511SOLID WASTE - BUDGET AMENDMENT Commissioner Gary made a motion to approve a budget amendment for Fund 511, Solid Waste, due to a reduction of revenue and increase in expense. APPROVED - FUND 511SOLID WASTE - PREPAID DISCOUNT Commissioner Gary made a motion to approve an elimination of the annual prepayment discount of 5% effective March 31, 2022. See Exhibit 4. APPROVED - EXPENDITURE OF ARPA FUNDS REQUEST Commissioner Gary made a motion to approve a review by IAC of an expenditure of ARPA funds for Road & Bridge equipment- Caterpillar 299 Skid Steer with an approximate value of $115,000.00.
