PRESENT: TIM MCDANIEL PRESIDENT, PHIL HART COMMISSIONER, SUSIE CVECHKO COMMISSIONER, CONNIE KAUFMAN COUNTY CLERK, BEN PROPST COUNTY COORDINATOR AND SHANA FREY COUNTY ADMINSTRATOR Sam Rittenhouse, Linda Watson, Rebecca Freeman, Robert G. Meeting minutes from February 6, 2017 and March 3, 2017 were approved on a motion by Phil Hart and seconded by Connie Kaufman presented 141 final settlements. Conditions and Assurance for this grant were also signed. Representatives from the Barbour County Emergency Services were present. They each described their financial troubles, hardships and constraints. They talked about the recent fire fee ordinance that was passed in the City of Philippi. Commissioner Cvechko requested that when the Philippi Fire Department has a revenue estimate from the They pointed out the increase of costs over the last several years and even though costs have increase, funding has not. Tammy Narog gave a report on the Community Corrections program. The Grant Application was received. She reported that Drug use and child abuse is on the rise. She has been getting several requests for Community Service. In February, Leroy Stanely with Save the Tygart reported the DNR has put three loads of limestone in Beaver Creek. They are requesting the Commission to fund three more loads totaling to approximately $2,400.00. They are expecting to do this the last week of March. Mr. Stanley thanked the Commission for their support. On a motion by Phil Hart and second by Global Science and Technology has an ongoing inventory of Courthouse computers. The commission plans to replace 3-4 computers a year to keep technology up to date. A quote was received for $1,253.83 per computer that is compatible with all the different software systems in place. Maintenance has researched heating options and determined an overhead heater would be sufficient. The cost is around $400.00 plus installation. Ona motion of Susie Cvechko and second by Phil Hart, the purchase of one overhead heater was approved. The commission has received complaints regarding no railing on the steps at the Gazebo. Maintenance obtained a quote foral Black metal rail for both sides of the gazebo steps. Phil Hart also suggested to place flags along the fairground Leonard Stewart was present on behalf of the Solid Waste Authority. Mr. Stewart reviewed the authority's financial struggles. He reported they are getting up to date with their Audits, however they are needing assistance to pay for their 2015-16 audit. To alleviate some costs, they have partnered with Randolph County Solid Waste Authority and this has been working out well. The recycling center is open during daytime hours and weekends. He also has quarterly insurance due that is around $1,000 a quarter. On a motion by Tim McDaniel and seconded by Susie Cvechko, $3,000 was approved fori the purpose of the Quarter insurance payment and help with the 2015-16 audit. He reviewed legislative billsthat could impact the 911 center. He reported that radios have been received from their recent radio grant and will resubmit the reimbursement He provided sign quotes for 419 signs from Custom Signs & Graphics in the amount of $46,299.50 without installation and' WV Correction Industries int the amount of $31,540.38 without installation. Quotes are being obtained for request. installation. Skidmore replaced vents on trailers are ready for the inclement weather. He stressed how important it was to repair the pressure transducer on the fire pump. Sheriff Ferguson submitted a request to close the Belington Tax Office effective April 1, 2017. The Commission will honor this request. They would like notification to be published in the Barbour Democrat and check on publishing in the Elkins On a motion by Phil Hart and seconded by Susie Cvechko, the purchase of bullet proof fvests for Law Enforcement was approved. Sheriff Ferguson stated it will be mandatory for all officers to wear the vests or they will be reprimanded. The estate of Judy Dickenson and Paul Dickenson was discussed. Sheriff Ferguson expressed his concerns. On recommendation from Prosecuting Attorney Thomas Hoxie, a motion was made by Susie Cvechko and second by Phil Hart to allow Sheriff Ferguson and Prosecutor Hoxie to seek outside counsel on this complicated estate. Shana Frey described options for two Certificates of Deposits at Premiere Bank. Current interest rates are 3500% and .5000%. If they were moved to a 60 month CD, their interest rates would be 1.3100% and 1.4100% respectively. It was noted there would be no penalty for early withdraw. One CD matures in April. She noted the rebate that was received in Quarter 3 of2016 was $859.89. The rebate in Quarter 2 on 2017 was $1,415.78.
