BOOK 027 PAGE 456 BARBOUR COUNTY COMMISSION MEETING April 3, 2017 5:00 PM TIM MCDANIEL COMMISSION PRESIDENT, PHIL HART COMMISSIONER, SUSIE CVECHKO COMMISSIONER, BEN PROPST COORDINATOR, SHANA FREY ADMINISTRATOR Thomas Hoxie, John Cutright, Reg Trefethen, Bayli Helmick, Ronald W. Keener II, Douglas Schiefelbein, Annette Santilli, Glenn Sweet, Bill Bowers, Maria Ilic, Corey Brandon, Lance Carowick, Tammy Narog, Ron Skidmore Tim McDaniel called the meeting to order and led the pledge. Onar motion by Phil Hart and seconded by Susie Cvechko, the meeting minutes from March 13,2017 and March 27, 2017 were approved. Exonerations were presented. Connie Kaufman presented 81 final estate settlements. On a motion by Susie Cvechko and second by Phil Susie Cvechko made a recommendation to appoint Sharon Lanham to the North Central Community Action Board. Susie resigned from this board due to conflicting meetings. Both NCCA and county commission meetings are on the same day and time. On a motion by Susie Cvechko and seconded by Tim McDaniel, Sharon Lanham was appointed to the NCCA board, upon NCCA's C approval. Shana Frey presented a cancelled order request concerning an uncleared check to Mon Power. The AB Budget Adjustment was presented with a revision from contingencies to the courthouse security line Ag grant resolution was presented requesting to apply for a Courthouse Security grant to upgrade On a motion by Phil Hart and seconded by Susie Cvechko the cancelled order and both resolutions were Annette Santilli read a proclamation declaring April 3-9, 2017 as National Public Health Week witha Doug Schiefelbein made a presentation for the PB Hall of Fame. Also present was Bill Bowers, Glenn Sweet and Ronald Keener. He discussed PB Hall of Fame's mission statement, committee membership, nomination process, the Inaugural Class and Hall of Fame recognition. They also discussed future fundraising plans to self-sustain the program. They requested funding from the Commission for start- up costs including Hall of Fame wall signage, plaques, banquet costs and subscription for a professional website. The committee has opened nominations from April 1- May 15. On a motion by Tim McDaniel and second by Susie Cvechko, $3,000 will be contributed to the PB Hall of Fame for start-up costs. Phil Hart thanked Doug Shiefelbein for all his Prosecuting Attorney, Thomas Hoxie quoted WV Code section 7-7-7a and is requesting consent from the county commission prior to hiring an employee. Mr. Hoxie has reallocated funds within his budget to allow the hiring of an Investigator from April to the end of June. He requested this position in his 2017- 18 and was approved. Tim McDaniel thanked Mr. Hoxie for the presentation he gave the commissioners during budget reviews to illustrate how this position will be beneficial to his office and for reallocating his budget items to allow funding for needed areas. Mr. Hoxie's intentions are to hire. Jennifer Baylor- Nine for the investigator position. On a motion by Phil Hart and seconded by Tim McDaniel, they approve the prosecutor'srecommendation to hire Jennifer Baylor-Nine for the investigator position. Mr. Lance Corowick from Illume Media Group Inc. presented information on developing Barbour County's website. Discussions were held on a current bill in liegislature, if passed, would require every county to have a website and various information being required and kept up to date. Mr. Corowick submitted, prior to the meeting, numerous websites that have been developed and all were very appealing. Illume Media Group Inc requires at least a one year contract and monthly thereafter. Susie Cvechko made a motion to enter into contract with Illume Media Group Inci for a one year contract starting with a basic website, not to exceed a monthly fee of $350.00. Tm McDaniel seconded the Tammy Narog gave a report on Community Corrections. They currently have around 20 Community Service sites per week. She reported that drug usage is starting to drop some. She reported that no Security cameras have been installed at Community Corrections and they are pleased with their quality. Tim McDaniel thanked Tammy and Ben Propst for arranging a cleanup crew for Save the Tygart clean-up Susie Cvechko provided positive comments for the community service workers at the Winter Fair as did Phil Hart for the Belington Little League clean-up day. Tammy also suggested to visit the FRN to view art work that a participant is painting on the walls. Susie Cvechko suggested, if there is interest, to paint Reg Trefethen attended on behalf of the Barbour County Economic Development Authority. Their board has voted and approved to use Coal Bed Methane funds to help with the 20% down payment for the purchase on three buildings in downtown Philippi. They have received commitment from Freedom Bank for a $425,000.00 loan. Mr. Trefethen reported all the buildings were in great shape and he commended Olin Campbell on his upkeep. Susie Cvechko second that comment. He reported that all available apartments are currently being rented, thanks to ABU: students and there is a waiting list. On motion by Phil Hart and seconded by Susie Cvechko, the use of $96,924.23 of Coal Bed Methane Funds to apply to Mr. Trefethen also noted that there has been purchase of property by an Amish Family and a second has made an offer. There are roughly 501 families to relocate and alll has some type of business. Currently there are two separate servers. His recommendation is to combine the two into one. This will allow the ability to send alerts to land line phones. The upgrade will cost $3,800.00, however he feels the cost can be negotiated down as well as getting the start-up fee of $500 waived. LEPC has committed $1,000 and the EMPG grant will reimburse 50% oft the total cost. On a motion by Tim McDaniel and second by Susie Cvechko, the Nixle upgrade is approved given that Ron negotiates to the Discussions were held regarding the installation of road signs. One quote has been received. The commissioners suggested putting an ad on the Democrat to seek more options. At three-year maintenance agreement from Cummins in the amount of $5,603.25 for all three generators lowest cost. at the 911 center was presented. Dr. Holbert has approved the EMDS. It was noted that all 911 bills we were supporting has died. NEMS requirements for newly elected officials were discussed. Instructors has agreed to hold a class in Barbour County. Ron is to get a list of officials who need this requirement and get a date arranged. The commission requested that Ben Propst contact a few timber companies regarding the timber at the Fairgrounds. Several trees have fallen and is rotting. A: select cut would be a benefit. The prosecuting Attorney made the recommendation to the County Clerk to establish an ordinance book. There are two ordinances that need ordinance numbers. The ordinance regulating the location of businesses offering exotic entertainment has been assigned ordinance number 05-3JJ-01. The ordinance authorizing volunteer fire companies and paid fire companies to charge fees has been assigned ordinance number 14-3D-01.
