Onar motion by Phil Hart and seconded by Susie Cvechko, the meeting minutes from May 1, 2017 were approved. John Cutright presented exonerations. Tim McDaniel provide. John Cutright a copy ofa a letter that was received from the West Virginia Housing Development Fund regarding the Laurel View Apartments. Mr. Cutright is to review the letter. Connie Kaufman presented 15 Final Settlements and has five estates that need discussed with the Sheriff. On a motion by Phil Hart and second by Susie Cveckho, the final settlements were approved as Dr. Tim Barry was appointed to the Philippi/Barbour County Regional Airport Authority on a motion by Tim McDaniel was nominated to be appointed toi the Wes-Mon-Ty board on a motion by Phil Hart and John Scott was present on behalf of Crim Memorial Church regarding the Mary. Jane Ludwick estate. Pat Proudfoot, the Estate's Fiduciary Commissioner, provided an update that the Ludwick Gas Station is in negotiations to be sold and once finalized, funds to the Crim Memorial will be released. Shana Frey provided a budget revision to the 2016-17 budget for surplus revenues and movement of contingency funds for both Coal Severance and General County Funds. On a motion by Tim McDaniel Tim McDaniel read a resolution required to submit a Small Cities Block grant for Chestnut Ridge Public Service District for extension and repair of water lines. Ona a motion by Phil Hart and Susie Cvechko, the Tim McDaniel read another resolution as required to submit a Small Cities Block Grant for Chestnut Ridge Public Service District for the adoption oft the housing needs assessment. Cveckho and second by Phil Hart, this resolution passed. The following contributions were presented: Boy Scouts Community Service Project-$1500 for room and board and meals. Paving project at Barbour County Fairgrounds- $13,375.00. Susie Cvechko provided comments that the Fair board also has paving projects and is willing to work together and divide the costs of all projects in half. The projects include the paving oft the # 225604 BOOK 027 PAGE 469 newly widened roadway from the Quonset Hut to the Stage, from the Quonset Hut to the restrooms and from the parking area to the entrance to the grounds to conjoin with the existing pavement. These projects address safetyand handicap accessibility. The Commission appreciates the fair board working together to better the grounds for the citizens of Barbour 4H has the landscaping around the Land Judging sign underway. The commission will contribute Generators will be purchased for Community centers that jointly serve as emergency: shelters and voting precincts, approximately $35,000.00. This will allow them to be made a point of contact location during emergency situations. The commission will review these and be in contact to set up employee training sessions on various topics. Barbour County Commission's insurance policy was also up for renewal. On a motion by Tim McDaniel and seconded by Phil Hart, the renewal was accepted and signed Tim McDaniel read the legal ad that was published in the May 3 edition of the Barbour Democrat regarding SB 433 Excise Tax. The commission met all requirements and unanimously voted in favor ofSB 433. Beginning July 6, 2017, Barbour County will increase excise tax on priwvlegeoftransfering real Nathan Price attended on behalf of Heaster-Hart Office Solutions and the Barbour County Extension Office. He provided a proposal for an upgraded copier at this location. The commission will review the information as presented and gather additional information before making a decision. Tim McDaniel reviewed the Community Corrections report in Ms. Narog's absence. The program has saved $75,000.00 for the Month of May. They have provided community service to a number of projects including the Elk City Church Basement, Mt. Vernon Cemetery Flags and the Blue & Gray Reunion. Connie Kaufman discussed two precincts that are closing due to Mt. Vernon Elementary and Volga Century Elementary closing. Galloway Senior Center will become precinct 16 and the UMWA #193 will become precinct 12. Both are handicap assessible and request a rent fee of $100.00. Connie mentioned there is not a landline phone at either location and cell service may be iffy.
