On a motion by Tim McDaniel and seconded by Shana Frey presented a budget adjustment to include the Court Security Grant Program award for Duress alarms and a minor adjustment to the Sheriff Tax Office budget. On a motion by Phil Hart and Sam Rittenhouse read a proclamation to name October as Domestic Violence Awareness Month in Debbie Schoonover read a proclamation to also name October as Breast Cancer Awareness Month. The Commission reviewed the request for funds application that was tabled in September from the Philippi Christmas Committee. On a motion by Phil Hart and seconded by Susie Cvechko, a $1,500.00 Barbour County Economic Development Authority submitted a request for an increase in funding from $24,000 to $30,0001 to help offset their decrease in LED grant funds. Commissioner McDaniel reported on an email received from the WV Association of Counties regarding Senate Joint Resolution 8. This resolution, if passed, could decrease county percentages on property tax from 27% to 15%. Commissioner McDaniel suggested to use caution because of this senate joint resolution and to table this request for now. The new officer started work on September 5 and is doing very well. Several large community service projects have been successful including the Gun Bash, Save the Tygart, Union Community litter clean up, Belington Fall Fest. Mrs. Narog reported their office will be closed for SCRAM training on October 5 from 9-12. She also reported that the Nineteenth Circuit Community Corrections Program is hosting its annual Ruby ADA ramp renovation bids were opened at 11:00 am on October 2. Huffman Corporation was the sole bidder and submitted a bid ini the amount of $120,000 with a $10,000 contingency. On a motion by Phil Hart and seconded by Susie Cvechko, the bid from Huffman Corporation was accepted. The Fiscal Year ending 2017 Financial Statement was presented and approved on a motion by Susie Cvechko and seconded by Phil Hart. A signed copy gets submitted to the State Auditor. A quote from Budget Blinds was presented for three blinds in the record room and one for the Court room. Maintenance is to attempt to modify an existing blind to work in the Court room to save cost in a new one. On a motion by Tim McDaniel and seconded by Phil Hart, the Budget Blind quote for three blinds in the record room was approved. If maintenance cannot modify the old blind for the court room, Tim McDaniel read the Animal Control Report. There are currently 31 dogs in the shelter with 20 being held in animal cruelty cases. The commission thanked Animal Friends for taking some smaller dogs to Ron Skidmore gave a report on 911/OEM operations and staffing. A THIRA meeting is being held on October 17. Commissioner Hart mentioned adding a backup generator for the court house to the needs ICS-402 training will be held on November 9 from 8-1.
