PRESENT: PRESIDENT PHIL HART, COMMISSIONER SUSIE CVECHKO, COMMISSIONER TIM MCDANIEL, COUNTY CLERK CONNIE KAUFMAN, COUNTY COORDINATOR BEN PROPST, AND SHANA FREY COUNTY ADMINSTRATOR John Cutright, Dennis Burner, Kelly Stadleman, Ann Baldwin, Bucky Poling, Raymond Bolyard, Paul Baker, Fran Baker, Tammy Narog, Reg Trefethen, Shane Whitehair, Marija llic, Carrie Boyles, Hadley Sponaugle, Ron Skidmore, Corey Brandon, Hunter Mullens Phil Hart called the meeting to order and lead the Pledge. On a motion by Susie Cveckho and seconded by Tim McDaniel, January 2 and 25, 2018 meeting minutes were approved. John Cutright presented exonerations. Connie Kaufman presented nine (9) final settlements. She was proud to report that a participant was recently hired at AB University as a full-time employee. Three participants will The Community Corrections grant application is due on March 14 and she is requesting the approval of the budget and cash match of $50,000, same as last year. She noted that all matches and line items are split evenly between Barbour and Taylor counties. She requested a letter of support. Representatives from Chestnut Ridge PSD along with Shane Whitehair from Region VII Planning and Development Council was present. Phil Hart discussed how Chestnut Ridge has been faced with some major issues and the Commission has worked diligently with them includinga $48,000.00, 2,000 foot water line replacement on Route 92 and $17,000 in valves. CRPSD reported that three valves were dystunctional. Replacing these would help regulate pressure, prevent line breakage and lessen the time pumps run. A lot of water loss was due to line breakage due to older pipes and pressure not regulated. In December, they had two main line breaks in the Morral Hallow area. Phil Hart reported that the commission was supposed to have a meeting with a representative from Senator Shelly Moore Capito'soffice, however it was cancelled due to sickness. They plan The Barbour County Economic Development Authority submitted a request for $15,0001 to continue with improvements and securing jobs in current open buildings. This request was approved on a motion by Tim McDaniel and seconded by Phil hart and unanimously voted to be Ar representative from Save the Tygart presented positive pH improvement in Beaver Creek. They requested for the Commission to continue participating in the project with funding three truckloads of limestone sand. This request will be taken into consideration during budget John Cutright reported that he received one bid for Aerial Photography in the amount of $27,000. Further discussion was held regarding the difficulty of using current maps and how beneficial Kelley Stadleman was present from the Run for It program. The event will be on September 29 this year. Last year there were six Barbour County teams that participated and 141 racers. Barbour County Commission has invested $16,500 in the last five years and has seen a return on investment of almost $200,000. She requested the same level of funding to be considered as last year at $3,500.
