On a motion by Susie Cvechko and seconded by Tim McDaniel, meeting minutes from March 26, 2018 was approved. John Cutright presented exonerations. Connie Kaufman presented nine (9) final settlements. They were approved as presented on a Phil Hart advised that at 4:40pm, he will excuse himself to attend meeting dealing with drug Levy estimate and laying the levy rate was approved as presented for Class I- 14.3, Class II- 28.6, Class III- 57.2. Class IV-57.2 on a motion by Tim McDaniel and seconded by Susie Cvechko. Brian Clem, GST, was present to explain internet options for the internet circuit that connects the Assessor with the State Tax Department. The current state contract is expiring and was won by another vendor with the state. Counties have the decision to use the state contract or local vendors. Barbour currently has a 10Mb/s line and now is the time to upgrade if desired. Discussions were held that the 911 Center has connectivity with City Net and this service has been successful. City Net can offer a 100Mb/s service for $550.00/month. The current contract is$ $520.00/month for a 10 Mb/s line. John Cutright, Assessor made the recommendation to select City Net and a 100 Mb/s service. On a motion by Phil Hart and seconded by Tim Ar representative for A&S Recovery was present and made a request to be put on the tow rotation in Barbour for Heavy Tow requirements. Barbour currently has heavy towing capabilities available. A suggestion was made to add Heavy Tow providers from all surrounding counties SO depending on where the accident is, service can be quickly available. OEM and 911 is to have a meeting regarding adding heavy tow companies to tow rotations. Discussions were held regarding fence installation around the newly built batting cage asa safety precaution. J.W. Wyatt donated a portion of his timbering fee to go toward a county motion by Phil Hart and seconded by Susie Cvechko. issues in the county but will be returning. On a motion by Tim McDaniel Neighborhood watch groups were discussed. Chief Deputy Brett Carpenter has been working with the groups to install signage in neighborhoods that have the Sheriff's Tip Line. The commission agreed they would be willing to purchase the signs. Quotes will be requested from local vendors for the signs. Meetings with neighborhood watch groups will be held to ensure Phil Bowers was present for the City of Philippi. Discussions are under way with Sentinel Mine to extend the city's sewer service. The first step in pursuing this project is to have a feasibility study to see what the rate changes would be. The cost of the study is approximately $50,000. City Philippi and Sentinel Mine has each pledged to contribute 1/3 of this cost and is asking if the County Commission would be willing to contribute the other 1/3, roughly $17,000. Approximately 170 people could potentially be connected in addition to the mines. Extending out to Hacker Creek and Lower Hacker Creek could alleviate stream contaminants, which will benefit the efforts of the dam project. The City of Philippi and Sentinel Mines are interested in moving forward as soon as funding is committed. Tim McDaniel made a motion to join this and seconded by Phil Hart, Alco Fencing's bid was approved for $4,129.00. everything is uniform. collaboration, Phil Hart seconded. Phil Hart excused himself at 4:40 pm but plans to return. Dr. Tim Berry, President of Alderson Broaddus University, provided an Economic Impact Statement for ABU. This study shows they have a $48.3 million-dollar impact on City of Philippi annually. They currently have 1,020 students and 300+ employees on payroll. The University Debbie Dadisman provided statistics on school safety. She is proposing metal detectors be placed in all seven (7) schools and asked the commission to consider funding this initiative. She Dennis Burner sent a message that he was on an animal call and would not be able to make it Chief Deputy Ricky Hymes asked the commission to consider a Ford leasing option to get a couple new sheriff vehicles. This item will be revisited when Commissioner Hart returns. The 15t reading of the Flood Plain Ordinance was read by Commissioner McDaniel. Ron Skidmore noted he utilized the recommended version from the state and it has been reviewed by the prosecutor. The ordinance will provide an application process and a fee schedule. Safety issues of the courthouse interior steps leading from the basement to the first floor was discussed. There are reports of people tripping and falling while utilizing this stairwell. Some steps have been replaced with wood and are not the same thickness. A local contractor provided a sample that would match the downstairs floor. Due to safety concerns, they have plans to compose this study each year. also requested to be on next month'sa agenda for further discussion. to the meeting. The building has been insulated with heating available in the winter months. This building is being utilized on a regular basis and an Emergency Shelter location. Two local bids were received and reviewed. Ricky Hymes was present when the contractors were at the Quonset Hut to gather needed information and he provided additional comments regarding the bids. He also suggested a locked box around the thermostat SO only maintenance could make adjustments. On a motion by Susie Cvechko and seconded by Tim McDaniel, the lowest bid was accepted from Dave's McDaniel to accept the quote from Mike Sinsel for $4,500.00. Plumbing and Heating for $13,400. Commissioner Hart returned at 5:10 pm. Chief Hymes discussed Cruiser leases and term options. Phil Hart made a motion to enter agreement with Ford Leasing for a Ford truck and SUV, Susie Cvechko seconded. These vehicles Hymes also discussed recertifying the Deputy Reserves for the project life saver training. Two Tammy Narog did. not have much to report for this meeting and she will do a full report for Nathan Barker, 911 Director, reported a busy weekend from brush fires to flooding. Dispatch called in extra help but did a great job along with the county emergency responders and wrecker services. Commissioner Hart reported that not only were dispatchers busy with fire Ron Skidmore, OEM Director, reported they were out looking at flood waters. No damages to homes were reported. OEM is working on a proactive plan to know what property is in jeopardy at certain flood stages sO these residents can be notified directly. He reported that at 16.5ft, water reaches the bottom of the Belington bridge and it must be closed. Commissioner McDaniel recommended that 911 and OEM have a debriefing to discuss the recent flooding and Phil Hart recommended OEM to set up a meeting with Community Centers, FRN, ect and make Ron Skidmore talked about the Homeland Security grant. He discussed the requirements and reported that matching funds will benefit their application this year. He has a list of projects he would like to apply for and noted that it is open to all emergency service departments, Phil Hart thanked Ed Thorne for his service and appreciated quick response time. will not be available until July. grants were submitted to Walmart to purchase updated equipment.
