On a motion by Susie Cvechko and seconded by Tim McDaniel, the meeting minutes from the November 5meeting have been approved. John Cutright presented exonerations. Cvechko, the final settlements were approved. Connie Kaufman presented four (4) final settlements. On a motion by Phil Hart and seconded by Susie Shana Frey presented: a stop payment request made by the Sheriff Tax Office. It was determined thata tax ticket was paid in error by the wrong person. An exoneration was sent; however it was refunded to the tax payer, not the person who actually paid the tax ticket. The tax payer had a change in address and has not received the check. A request is made to stop payment on check #7859 and reissue the check to the correct person. On a motion by Phil Hart and seconded by Tim McDaniel, this request was approved. Susie Cvechko mentioned the Health Department is still needing board appointments and Tim McDaniel mentioned the Park and Recreation board does as well. This is something that needs worked on. Ar request from Philip Barbour Girls' Softball was submitted in the amount of $20,000 for lighting. This was tabled from the November meeting. A question and answer session was held. Susie Cvechko madea a motion to table the request and invite the group back to the. January meeting when they have more information and a list of costs of what is actually needed. The motion died due to the lack of a second. Tim McDaniel made a motion to contribute $15,000 toward installation of lights around the Barbour Softball field, Phil Hart seconded. Susie Cvechko was opposed. Philip A $500.00 request from the Barbour County Deputy Sheriff's Association for their Shop with a Deputy program. This will allow five children to participate. On a motion by Phil Hart and seconded by Tim Arequest was received from the Barbour County Mat Club. This request was tabled due to not Phil Hart gave an introduction regarding the emergency services contribution request during which he praised all the volunteers that serve Barbour County in an Emergency Service capacity. He opened the floor for discussions. Further discussions were held.A motion was made by Tim McDaniel to contribute $5,000 to Belington, Junior and Philippi Fire Departments; Barbour County Emergency! Squad and Belington Emergency Squad and seconded by Phil William Weisel voiced concerns regarding excessive litter along the Tygart Lake area. He is seeking guidance on who to contact about the matter. His club is willing to sponsor a trash can and participate in Nathan Sandruck voiced concerns regarding his property location and how the City Noise Ordinance affects him. He presented the Commission witha a letter from the City Attorney. The Commission requested to have the Prosecuting Attorney to review the letter and provide guidance. Aquote from Uplift Industries was reviewed for drone pictures oft the Courthouse skylight to detect leakage issues. The quote of $1,680.00 was approved on a motion by Phil Hart and seconded by Susie Aquote from Alcon Fencing was reviewed fori fencing around the fuel tank at the fairgrounds and to repair as section of damaged fencing in the amount of $4,444.00. On a motion by Tim McDaniel and Southern Steel is preparing a quote for handrailing on the basement stairwell, however was not received The Sheriff's Department submitted: a request to allow deputies to be paid for their unused vacation and holiday hours at the end oft the year thati is in excess oft their carryover limits. The department has hada manpower shortage in 2018 due to three deputies pursuing other careers and one on medical leave. This willl be a one-time occurrence and the written policy will remain into effect. The following hours were turned in, in excess of carryover limits. Corporal Casey- 24 hours holiday; Sergeant Deffet-72 hours vacation, 64 hours holiday; Deputy Hathaway- 161 hours holiday; Sergeant Miller-74 hours vacation, 56 hours holiday. The Deputies must sign off on al letter stating they understand this willl be a one-time occurrence. On a motion by Susie Cvechko and: seconded by Phil Hart, this was approved. Ron Skidmore provided an update on communications about the. June flooding int the Valley Furnace area. Shana Freyl has also been in communication with Congressman McKinley's office. Ron presented a quote from Atlas regarding GIS capabilities ini the amount of $4,800/year. This will consolidate ar resource andi increase efficiency among the Assessor, 911, OEMa and flood plain. This can be paid from the Wireless Mapi fund. On a motion by Tim McDaniel and: seconded by Phil Hart, the Hart. Susie Cvechko was opposed. adopt al highway to help the situation.
