Onar motion by Tim McDaniel and seconded by Susie Cvechko, the meeting minutes from April 1 and Exonerations were approved on a motion by Jamie Carpenter and seconded by Tim McDaniel. Connie Kaufman presented eleven (11) final settlements: CHARLES WILLARD SIMONS, GARNETTA LOUK, MARY LUICILLE SKIDMORE, WILLIAM ROY SMITH, SANDRA SUE MEIRE, DOY. JACK CARPENTER, MARIE HEWITT MORRISON, STANLEY DELMAS WARE, ROGER LEE NESTOR, ELEANOR JOAN SMITH CREED, DANNY JUNIOR LEWIS. On a motion by Tim McDaniel and seconded by Susie Cvechko, these final Connie Kaufman discussed the Finney and Cole estates. She is holding checks on the Finney estate from the Good Samaritan Center for $2,023.00 and is requesting the Sheriff be appointed. The Cole estate involves a 4/45 interest ofa a piece of property in Barbour County. The wife and family are out of state and is asking the Sheriff to be appointed. On a motion by Susie Cvechko and seconded by Tim McDaniel, Shana Frey presented a budget adjustment to clear up a clerical error where funds from a PU/IRP check from the State Auditor's Office was deposited to the General County fund rather than the Tax Clearing Fund. The amount oft the check and budget revision is for $299,406.19. A check will be written from General County back to Tax Clearing once approval from the Auditors office is received. On a motion by Susie Cvechko and seconded by. Jamie Carpenter, the budget revision was approved. Dr. Tim Barry, President of Alderson Broaddus University presenting their Economic Impact Statement that covers years 2010-2011 through 2017-2018. He noted this report was prior to receiving the recent USDA loan and is based on actual audited numbers. The statement displayed positive outlooks. Tim McDaniel also noted that Dr. Barry has been appointed for three additional years as President. Contribution considerations for the following were approved. Up to $3,000 for Save the Tygart to reimburse for truckloads of limestone to Beaver Creek on a motion by Tim McDaniel and seconded by Jamie Carpenter. $500.00 to Belington-Barbour Little League Baseball. She described the Census process and its importance to funding allocation and representation. She suggested that Barbour Ann Baldwin, along with other Southwestern Community Watch members expressed concerns for the Carrollton Covered Bridge. Tim McDaniel provided an update from ar recent regional DOH meeting. Based on information from this meeting, funds are allocated fort the design work; however, funds for construction have not been allocated. Shana Frey provided an update from Congressman McKinley's office. They reported that the Highways Engineer received information that the project committee approved the bridge engineer tol look for funds for the project from available sources. The project was requested for historical restoration; however, the design team would determine the feasibility of that. Ms. Baldwin and Ms. Ireland requested the County Commission write letters to pertinent agencies Thomas Hoxie requested approval of his new hires, Keith Skeen and Maria Mills. Roger Curry resigned from his position as of April 25. Keith Skeen, who is also aj part time Assistant Prosecutor in Taylor County, will be employed part time for six months. He will bet focusing on abuse and neglect cases. Maria Mills, ar recent Law School graduate, will begin full time employment in August. She will be training with Mr. Skeen over the next few months on abuse and neglect cases. No budget adjustments are required. Onar motion by Susie Cvechko and seconded by. Jamie Carpenter, the new hiresare Prosecutor Hoxie also requested the consideration ofa a contribution to the safety fair for hand-out Fireworks are scheduled for July 5, 2019 at the Barbour County Fairgrounds beginning at Dusk. The rain date is scheduled for July 12. On a motion by Jamie Carpenter and seconded by Tim McDaniel, $5,000is A discussion was held regarding the opening oft the fairground's restrooms. It was reported that the restrooms are open and the very next day, personal trash filled the park dumpster. The Sheriff has agreed to have deputies lock the gates at 10:00 pm to the park. The Tennis coach expressed gratitude to the commission for getting restrooms opened, fixing the fence and bleachers at the tennis courts. Susie Cvechko mentioned the Fairgrounds Committee meeting on May 7 at 8:30 and invited fairgrounds Tim McDaniel discussed the Fair board's request to allow an extension to the entry ticket booth. Gamble A discussion was held regarding the purchase of a brush hog for the fairgrounds. The current equipment has been fixed and welded to the point its beyond repair. The bid was received from Allegheny Restoration in the amount of $22,700.00. Onar motion Shana Frey presented the WV CORP insurance renewal. Overall, the renewal has an increase of $3,195.00 with at total cost of $109,951 for Property & Casualty and' Worker's Compensation coverage. The commissioners noted that WVCORP was easy to work with and supportive. Susie requested that we Ron Skidmore provided an OEM report and discussed recent grant submissions, including radios, EOC and an exercise grant for an active shooter drill. The Willow Lane road sign should be received in the next week and will bei installed when received. He reported on SB 326 that no support is being given to this bill. He reported that a generator has been secured for the Barbour County 4H camp. James Sandy was: sworn in as the Barbour County Dog Warden. Mike Ervin was sworn in earlier as the Barbour County Humane Officer, under recommendation by Sheriff Ferguson. James Sandy provided his monthly report and discussed a partnership with. Animal Friends of Doggy Sods. He asked ifv volunteerism was allowed for the animal shelter. Shana Freyi is to contact WVCORP for their policy and any forms A calls and complaints outline is to be given to all agencies detailing procedures for Dog Warden He gave a report on the Spay / Neuter program that began on May 1. The grant award is for $6,000, which allowed for 80 $75.00 off vouchers. As of May 6, all vouchers have been requested. Shana Frey discussed employee interest fora a Sick Leave policy revision to allow employees to donate sick leave to someone with a medical condition and that has used all their time.
