BOOK 028 PAGE 001 BARBOUR COUNTY COMMISSION MEETING December 2, 2019 5:00 pm SUSIE CVECHKO COMMISSION PRESIDENT, TIM MCDANIEL COMMISSIONER, JAMIE CARPENTER COMMISSIONER, CONNIE KAUFMAN COUNTY CLERK, SHANA FREY ADMINISTRATOR Brett Carpenter, Dustin Cale, Kim Lewis, Reg Trefethen, Thomas Hoxie, Marija llic, Ruston Seaman, Ron Skidmore, Corey Brandon Susie Cvechko called the meeting to order and led the pledge. On a motion by Jamie Carpenter and seconded by Tim McDaniel, the meeting minutes from November were approved. Exonerations were presented. Connie Kaufman presented seven (7) final settlements. On a motion by Tim McDaniel and seconded by Jamie Carpenter, the following final settlements were approved. SHIRLEY MAE SHAHAN, TONY LEWIS BALL, MICHAEL TODD LUFF, GLENN MAYLE, HAROLD DENVER SMITH, BONNIE PETROSKY SCHNABLY, PINNELL JUNIOR CLEAVENGER. Shana Frey presented budget adjustments for General County to include state and federal grants including VOCA, Courthouse Facilities Improvement Authority and the PRO officer as well as an in-house adjustment to the Other Buildings account. On a motion by Tim McDaniel and seconded by. Jamie Carpenter the General County budget revision was approved. On a motion by Tim McDaniel and seconded by Susie Cvechko, the in-house revision was approved. Camp Barbour, Inc submitted and resolution to be approved for a grant application to the Tucker Community Foundation in the amount of $10,000 for kitchen renovations. This will be a pass-through grant with the County Commission. On a motion by. Jamie Carpenter and Create Philippi also submitted an application to the Tucker Community Foundation to install The Prosecuting Attorney and Sheriff's Department discussed the formation of a Drug Task Force. The force is a collaborative effort and has been successful so far and plan to increase this activity. They are requesting the approval for additional door security on the 3rd floor of the William's Building for an office to be used as an nterview/nvestgation room that will have secure access. On a motion by Tim McDaniel and seconded by Jamie Carpenter, a quote for Ruston Seaman discussed plans to conduct a survey to all middle and high school students in Barbour County. The Board of Education has to first approve the survey and he may be requesting funds to support the preparation and compilation of results. seconded by Tim McDaniel, the resolution was passed. lighting on the face of the Courthouse. $2,550.00 for additional security was approved. # 25221L0 BOOK 028 PAGE002 Dècember. 2,2019 Page 2 The Barbour County Economic Development Authority submitted a request for $6,0001 to fund JoLynn Powers's part-time employment for an additional 25 weeks with a list of projects defined. Discussions were held on projects Mrs. Powers has been involved in and the positive impact on our community. Following discussions, Susie Cvechko made a motion and seconded Century' Volga PSD submitted a request to drawdown $91,000 from the Century Flood Recovery fund. These funds were awarded prior to Tim McDaniel becoming Commissioner by Senator Menear. Commissioner McDaniel discussed that several sewer options were attempted over the years with no success. Through these funds, grants and other funding, Century' Volga PSDi is able to construct a sewer system in the Century area. Commissioner Cvechko applauded past commissioners for restricting these funds for their intended use and now there is a solution. On amotion by Tim McDaniel and seconded by Jamie Carpenter, this request was approved. Discussions were held regarding the purchase of al box trailer for maintenance and election use. On a motion by. Jamie Carpenter and seconded by Tim McDaniel, an 8x20 box trailer for The Barbour County Commission was awarded a $15,000 grant to help fund a Prevention Resource Officer at Phillip Barbour High School. Concerns were discussed about the Sherriff's Department being short staffed. Shana Frey is to follow up with the grant coordinator at the first of the year with an update. Ini the meantime, job postings will be submitted to surrounding county newspapers specifically for the PRO position. On a motion by Tim McDaniel and Susie Cvehcko mentioned a request from Barbour County Animal Friends for their quarterly by Tim McDaniel, to approve this request. $6,695.00 was approved. seconded by. Jamie Carpenter, the award was accepted. contribution of $1500.00. A quarterly meeting is scheduled. No updates were provided by the 911 Director. Ron Skidmore presented two new road name requests. Camden Ln for the new town homes just outside of Belington and Holly Etta Heights at the intersection of Cleavenger Rd, just past the Golf Course. Both names were available with no conflicts. On a motion by Susie Cvechko and seconded by Tim McDaniel, Camden Ln and Holly Etta Heights were approved. The EMPG grant from Jan-Dec 2017 was received in the amount of $58,249.37. The DOH permit to repair the culvert going to the 911/OEM building was approved and awaiting to be scheduled by the contractor. The Dog Warden report was discussed.
