Cheri Sturm- Barbour County Park and Recreation Board; Barbara Lyle- Barbour Barbour County is one of 10 counties that are included in the Mountain Trail Network Authority and shall appoint two members. One member must be al landowner who plans to participate. The other must be someone from the recreation, tourism, or other relevant industry within the county. An advertisement will be placed int the Barbour Democrat and on the Barbour County Chief Deputy Brett Carpenter provided an update that the PRO position at Philip Barbour High School has been filled. Craig Cross was hired with the Barbour County Sheriff's Department on December 31, 2019 and began PRO duties on February 3, 2020. He is a certified officer with 10 Connie Kaufman presented the ballot commissioners to be approved for the 2020 election. The Republican Executive Committee appointed Linda L. Moats and Patricia A. Proudfoot as the alternate. The Democratic Executive Committee appointed Leann Golden. Jamie Carpenter, the Barbour County Commission grants full authority to Mullens & Mullens, PLLC and' The Chafin Law Firm, PLLCto act on the Barbour County Commission's behalf in the opioid litigation pending before the West Shane Whitehair, Region VII Planning and Development Counsel and Steve Haynes, The Thrasher Group provided an update on a $5.3 million dollar project that has been submitted to West Virginia Infrastructure Jobs Development Council. The project will include al leak detection study; maintenance needs to booster pump stations and tanks; telemetryi installation; meter replacements; radio read system; and remote tank monitoring. Funds will be allocated toward deficiency repairs following ther results oft the leak study. Valves will also be installed throughout the system to reduce the number of customers affected by a leak. Ift the funding is approved, the project could begin during the Fall of 2020. Audience questions were Carpenter. Virginia Mass Litigation Panel in matter 19-C-9000. entertained. Tammy Smith, Belington Library, asked the commission to consider the Library in their 2020- 2021 budget. She stressed the importance oft tax-based matching funds for their state funding and that the Library Commission approved a waiver to their shortfall of tax-based funds; however, it cannot be extended. She requested the 2019-2020 funds be released to them. Susie Cvechko mentioned that the Belington High School Alumni in interested in making a donation tot the Belington Library and that it can be passed through the County Commission to earn tax- base credit. Donna Phillips, member oft the Board ofTrustees, was also in attendance. The commission will take Belington Library's needs into consideration during budget preparations. Susie Cvehcko reported that the audits for the Barbour County Health Department and Barbour County Commission are underway. She also mentioned that the Immunizations and Homeland Security grants have been audited and the Health Department Board is waiting on the review. Danielle Rush was in attendance to represent the Belington Elementary 5K race fundraiser, the largest fundraiser for Belington Elementary School. The race will be held on June 6 with registration at 7:00am and the race beginning at 8:30am. The preregistration cost is $15.00 or $20.00 after the deadline and $10.001 for Barbour County School students. Last year, 32 businesses contributed and raised $3,500 in sponsorships and $2,500.00 in registration fees. All proceeds from this fundraiser go toward the students in some fashion including the successful Ag lab, playground equipment, trips, ect. On a motion by Tim McDaniel and seconded by. BOOK 028 PAGE 016 February 4, 2020 Page 3 Emily Starks provided a presentation about the Barbour County Barracuda Swim team and their need for new swim blocks. The team submitted a request for $21,000.00 for 6 swim blocks and anchors. The commissioners thanked her for the presentation and will look into options on how Wesley Gray and Erasmo Rizo introduced themselves and provided their qualifications along with a presentation on services that Civil & Environmental Consultants, Inc. provides and their Cory Cox provided a 911 report and recognized dispatchers Sherry Mayle and Todd Lawrence for doing an outstanding. job during the recent standoff incident involving law enforcement. He also requested consent to hire Hannah Mallow. The Commission thanked the dispatchers for Susie Cvechko discussed the personnel restructuring of 911/OEM. The commission received an employment resignation from the 911 director and held interviews with the 911 Deputy Director, OEM Director and OEM deputy director. On a motion by Susie Cvechko, the commission is making the recommendation to restructure the 911/OEM operations by designating Ron Skidmore as 911/OEM Director, Cory Cox as Assistant 911 Director and Corey Brandon as Assistant OEM Director. This will make 911/OEM remerge with one leader and two support staff. As budget preparations are taking place, pay restructuring will also be considered. Ron reported that computers are ordered and scheduled to be installed from the EOC grant. Four floodplain applications were received and reviewed from January. Corey reported that the GIS project with Region VII is now under their review and they plan to begin the Fairground's pilot project in the spring. Once complete, OEM plans to communicate with PSDs for their projects. They assisted with the Stop the Bleed training at Philip Barbour High School, and reported that it went very well. Legislative First Out EMS, LLC provided an update that mutual aid agreements were proposed to Belington EMS and Barbour County EMS, however they have not been returned. Discussions were held James Sandy provided the animal control report. He commented that Animal Friends is his biggest help with the number of transfers that take place. He reported that calls are increasing Arequest for statements of qualifications from engineering/qualfied consulting firms to provide engineering for: skylight replacement and as needed roof repairs for the Barbour County Courthouse was sent to four companies. The Thrasher Group is the only company to respond to the request. An interview was conducted with Craig Baker and supporting staff of bills were also discussed. regarding the impact concerns to Belington EMS and Barbour County EMS. and he has received al lot of! help and support from Law Enforcement. This position would be responsible for reservations, public relations and event coordination at the Barbour County Fairgrounds. On a motion by. Carol Bush provided a Census update and stressed that it's important for all people to get counted during the Census because it affects that amount of money available to our state for vital services like education and transportation. Information provided to the census is secure The next regular meeting is February 21, 2020 at 8:30am. Susie Cvehcko reminded that the commission is now meeting twice a month. The 1st Monday at 5:00pm and the third Friday at Shana Frey mentioned that the Prosecuting Attorney's office and County Clerk's office received ag grant award for their applications to the Records Management and Preservation Board.
