Due to COVID-19 circumstances, the commission meeting was held via conference call.  The election of Commission President was held. Jamie Carpenter nominated Susie Cvechko as president for the 2021 term. David Strait seconded the nomination and Susie Cvechko accepted. Passing unanimously, Susie Cvechko is the Susie Cvechko made a motion to allow Commissioners to teleconference in the event they are unavailable to attend On a motion by. Jamie Carpenter, seconded by David Strait and passed unanimously, holidays, as defined by the State of West Virginia, and any additional proclamations made by the West Virginia Governor, as outlined in WVCode2-2- Ona a motion by Susie Cvechko and seconded by David Strait, regular commission meetings will be held on the 1st Monday of each month at 5:00pm and the 3rd Friday of each month at 9:00am. The Chestnut Ridge Community Internet Link and Network grant application was discussed at length. Jamie Carpenter made a motion to pledge $3,000towardi the broadband expansion project at the Chestnut Ridge Community, payable to Micrologic from Coal Reallocation Funds; David Strait seconded the motion and passed  unanimously.  Ruston Seaman reported that Bright Futures will be working with the Barbour County Board of Education to conduct  as survey of the students once COVID-19 restrictions allow.  Tammy Narog provided a Community Corrections report for the month of December.  Cory Cox provided a 911 report. December's call volume was 1,755. The total call volume for 2020 was 17,259. Training for the 911 phone system is scheduled to begin and the go-live date is still scheduled for. January 13th.    BOOK 28 PAGE 167  January 4, 2021 Page 3  The procedure notifying first responder agencies ofa potential COVID-19 patient was discussed. Commissioner Cvechko requested that Corey Cox resends this memo to all first responder agencies in the county. Corey Brandon provided an OEM update. Barbour County has 122 active COVID-19 cases as of meeting time. Weekly calls with Emergency Response representatives are ongoing. Vaccine distribution was discussed. The Barbour County James Sandy provided a year end Animal Control report. He requested the consideration of a chip reader in order to identify animals that are chipped. He is to get prices and present the information at the next meeting. The! Spay and Neuter Grant is open and the application is being prepared. If awarded, the County Commission  Fairgrounds will be an option for vaccine distribution when the time comes.  program should begin around May. Discussion was held on revisions toi the Barbour County Commission COVID-19 guidelines that were approved in the December 18th meeting. On a motion by Susie Cvechko and seconded by. Jamie Carpenter, revisions were accepted to allow for ten (10) COVID-19 sick leave days available to all employees who are advised toi isolate or quarantine (with written notice from the Barbour County Health Department). This policy yis effective. January5,2021.  The next regular meeting is scheduled for. January 15, 2021 at 9:00am.  Discussion was held regarding board and committee appointments for the following. These will appear on the  January 15th agenda for appointments.
