"Beaver" Stewart The commission meeting was also held via conference call. Onar motion by David Strait, seconded by Susie Cvechko, the November 1, 2021 meeting minutes were approved. 2/0 Exonerations were presented. David: Strait nominated Crystal Grayt to the Al Resolution to Preserve our Coal Mining Heritage was presented and approved on a motion by Susie Sheriff Carpenter reported that the grant to Barbour Community Foundation for Sheriff's Department Body Cameras was ready to mail. One cruiser has been delivered and is active on the road. The second Mike Perri, Local Government Specialist at the West Virginia State Treasurer's Office was in attendance Commissioner Carpenter provided an update on the doors toi the overflow dog kennel. He also reported that the Dylan Harper reported that the temporary generator at the 185 Antenna Drive tower site is hooked up He had discussions with Micrologic about Motorola's questions and concerns regarding the radio system connection. Micrologic revised the agreement to address the concerns and provide more description in some areas. On a motion by. Jamie Carpenter, seconded by David Strait, this agreement was approved. Micrologic will install an FCC 18GHz licensed microwave link between the Barbour County 911 Center and 185 Antenna Drive tower. The cost of the equipment and a 10-year license is $9,200 On a motion by cities and PSDs have access to the Hyper Reach notification system. and functioning. 3/0 Jamie Carpenter, seconded by David Strait, the FCC hop was approved.3/0 Dylan Harper presented the Barbour 911 Heavy Tow Rotation policy for 1st reading. The PMSI quotes for pest control at the Antenna tower sites were tabled. The Century Volga sewage treatment plant project was discussed. A: substantial completion certificate has been received on the project and $16,808.64 remains in the original funding account. Onamotion by Susie Cvechko, seconded by David Strait, these funds will be issued toi the Century Volga PSD.3/0 The WVCORP property valuations were tabled until further review. Connie Kaufman presented an agreement with Atlas for redistricting mapping services in the amount of $5,000.00. Census data and mapping reveals no magisterial changes for Barbour County is necessary. On a motion by. Jamie Carpenter, seconded by David Strait, the agreement with Atlas was approved and will A discussion with Beaver Stewart was held regarding the Barbour County Recycling Center. He explained that the Solid Waste Authority has had financial struggles over the years and the Barbour Recycling Center has been leased to Elkins Recycling, Mr. Joe Gumm, for the last few years. Staffing has been an ongoing issue just keeping up with the recycling trailers throughout the county. He discussed the amount of material it takes to make al bail and the number of bails to make a truck load. be paid from the Election budget. 3/0 Mr. Stewart reported that Stewarts Sanitation recently removed two roll off dumpsters worth of trash from the facility. An ongoing problem is people using the facility to dump their household trash, not just BOOK 28 PAGE2 281 November 19, 2021 Page 3 recyclables. The commission agreed to pay the dumping/haul fee. He also discussed equipment that Mr. Stewart will discuss concerns with Mr. Gumm and report back to the Commission. The Commission Jody Carpenter, WVU Extension Agent, submitted a request to purchase and plant fruit trees at the Fairgrounds to be used as a demonstration orchard near the Mouse Run Schoolhouse. These trees would be part of a bulk order with delivery in May 2022. The Barbour County' WVU Extension office will coordinate delivery, planting and caring of the trees.
