The second reading was held for the Barbour County Enhanced 911 Ordinance amendments. The amendment is to update fees imposed on local exchange service lines to finance the projected costs of capital improvement and maintenance costs oft the Enhanced Emergency Telephone System and associated Emergency Dispatch Equipment Residential from $3.00to$3.15; Business from $3.00to $4.00; Centrix from $0.001 to $0.25. Onar motion by Jamie Carpenter, seconded by David Strait, meeting minutes from April 19,2022 were approved.3/0 Exonerations were presented. The Commissioners recognized Dylan Harper- 911 Director, Mark Fink- Dispatcher and Levi Gillis- Dispatcher for their accomplishments. Dylan Harper was awarded WV APCO Director of the Year, an award that is chosen through nominations from fellow peers. Mark Fink and Levi Gillis were awarded 911 Center Team of the Year. They received a call and reacted quicky by utilizing Rapid SOS to determine al lost individual's exact location. Directions were provided toi first responder crews and the individual was quickly located and rescued successfully. The commissioners are very proud of the 911 employees and appreciate their leadership and work ethic. Susie Cvechko read the National Small Business Week 2022 Proclamation to declare May 1-May 7as National Small Business Week. She reported upcoming employee trainings, grant review, and discussions with Barbour Community Health on various program ideas. Several community service projects are Dylan Harper, Barbour 911 requested to close the Wireless Mapping fund and transfer those funds to the E-911 fund. Barbour 911 has met address and mapping requirements and no longer required to transfer 3% of 911 fees to the Wireless Map fund. He has had correspondence with the PSC and State Auditor's Office. The Belington Elementary 5k committee submitted an application to the County Administrator for the. June 4th use of the Gazebo in. January of 2022, however she reported that the Blue and Gray Reunion Committee denied the Belington Elementary Blue & Gray 5k Committee the use of the Gazebo. The Commission determined that no interference is apparent and confirmed it was OK to use the Gazebo for the 5k Registration. It was also noted that on a recent Blue & Gray Reunion Schedule, Randy Sanders, President of WAMSB Buckhannon Host Committee, provided a presentation on the World Association of Marching Show Bands (WAMSB) World Championship. The competition is set to take place in Buckhannon, WV on. July 17-July 24, 2023. So far, 49 Bands are registered from all across the world and expecting over 3,000 visitors to the area. This will be only the seconded time WAMSB has been held in the United States. WAMSB Buckhannon Host Committee submitted a contribution request of $10,000 to help support the costs of hosting this Over the last several months, ARP applicants were given the opportunity to discuss and explain their projects with the county commission. On a motion by Jamie Carpenter, seconded ARP-3: Barbour 911 to assist with the upgrade to the main radio communication system in Barbour County to ensure safety of all citizens and responders. This application was rejected due to having funding established in a project that includes meter replacement. At the commission's request, a new submission was allowed to shift the specific focus from water meter replacement to water system improvements. The initial funds request was $415,795.00.
