Barbour County Commission Meeting  January 19, 2024 9:00am  JAMIE CARPENTER COMMISSION PRESIDENT (by phone), DAVID STRAIT COMMISSIONER, JEDD SCHOLA COMMISSIONER, LAURIE AUSTIN COUNTY CLERK, SHANA FREY COUNTY ADMINISTRATOR Kim Lewis, Bob Richardson, Dylan Harper, Drew Phillips, Jeffrey D. Roy, Corey Brandon David Strait called the meeting to order at 9:00am and led the Pledge of Allegiance.  David Strait made a motion to enter Executive Session at 9:05am to discuss a Sheriff's Department Regular Session was resumed at 10:30am on a motion by David Strait, seconded by. Jedd Schola. 3/0 Ona a motion by. Jedd Schola, seconded by David Strait, the January 2, 2024 regular meeting minutes  personnel matter, Jedd Schola seconded. 3/0  and January 5, 2024: special meeting minutes were approved. 3/0  Exonerations were presented.  Ona a motion by David Strait, seconded by. Jedd Schola, five (5) final settlements were approved. 3/0 DELORES JANE MARSH, LINDA RUTH SIMPSON, JOHN CALVIN MCVICKER, LOVIE. JEAN SNYDER, Representatives were not present to read proclamations for Human Trafficking and Stalking On a motion by David Strait, seconded by. Jedd Schola, a contribution to the Barbour County Fairboard in the amount of $1,650.00 for the purchase of a sweeper bucket for the fairgrounds skid  WILMA JEAN HAWKINS  Awareness.  steer was approved. 3/0  Corey Brandon provided weather updates.  David Strait made a motion to approve a consent to hire request for a full time vacant 911 dispatch position and a vacant Floodplain/GIS Coordinator position; Jamie Carpenter seconded. 3/0 Dylan Harper presented office upgrades to include desks, flooring and copier. On a motion by David Strait, seconded by. Jedd Schola these upgrades were approved and will be paid from EMPG  reimbursement funds. 3/0  The Circuit Clerk Reserve Fund was created several years ago and was assigned fund 040. The WV State Auditor's Office has assigned fund 040 to Opioid Settlement Funds. An adjustment to the County Chart of Accounts will be made to move the Circuit Clerk Reserve Fund to fund 026 ona  motion by Jedd Schola, seconded by David Strait. 2/0    January 19, 2024 Page#2  Onar motion by David Strait, seconded by. Jedd Schola, a resolution was passed to submit an application to the Department of Agriculture for grant funds to offer vouchers toward spay and neuter  services. 2/0  The floor was open for public comment in order of the meeting sign-up sheet.
