The meeting was called to order by Commissioner Jay Thompson and Invocation was  given by Commissioner Rusty Jacksland.  Members present: Jay Thompson Chairman  Rusty Jacksland John! L. AI motion was made by Mr. Tatum ands seconded by Mr. Thrailkill to approve invoices  received through AUGUST 1, 2023 and authorize the Chairman and TreasurerAdministator to issue warrants for payment thereof. Motion carried by unanimous vote of the Commission.  Ar motion was made by Mr. Jacksland and seconded by Mr. Stoudemire to approve the  following items on the Consent Docket:  1.  APPROVAL FORI DESIGNATED PERSONNEL TO ATTEND THE FOLLOWING:  SOLID WASTE  UAS DRONE REMOTE PILOT PART 107 WORKSHOP Motion carried by unanimous vote of the Commission. $1,573.00 from 001-52100-551 (direct pur.veh.) SEPT.7-8,2023  AUBURN,AL  Ar motion was made by Mr. Tatum and seconded by Mr. Jacksland to approve the  following budget adjustment for the Sheriff:  to 52100-234 (veh.repair)  Ar motion was made by Mr. Jacksland and seconded by Mr. Thrailkill for approval to amend thet following line item for the Sheriff, due to insurance recovery received on $1,671.20 001-52100-234 (veh. Repair) Chev. Tahoe Vin#324040 Motion carried by unanimous vote of the Commission.  7/28/2023: 001-47905  Ar motion was made by Mr. Tatum and seconded by Mr. Stoudemire for approval to adjust the pay rate for Karl Youngblood from a grade 4: step 9 to a grade 4: step 13,  effective 7/22/2023.  Motion carried by unanimous vote of the Commission. John Wall who resigned, grade 3: step 2, effective 8/5/2023. Motion carried by unanimous vote oft the Commission. Amotion was made by Mr. Thrailkill and seconded by Mr. Stoudemire for the County Extension Office to use and waive the fee at the Arena for thel Fall Festival on 10/24/2023,  Motion carried by unanimous vote of the Commission. Darrue Sharpe, Autauga County Extension Coordinator, gave a report on the Ar motion was made by Mr. Jacksland and seconded by Mr. Tatum to approve Homeland Security Grant 2023-FIL-14 for Prattville Fire Swift Water Rescue/Hazmat Team  Extension's recent Farm City events.  in the amount of $38,130.00.  Motion carried by unanimous vote of the Commission.  A motion was made by Mr. Jacksland and seconded by Mr. Stoudemire to approve Resolution #2023-37; consult the Attorney General for an opinion of guidance on the Commission's authorities related to the Autauga-Prattvlle Public Library, to include  removal of library board members during a term. Authority WHEREAS, the Autauga-Prattville Public Library is a joint library board with members WHEREAS, the Autauga-Prattville Public Library receives public funding from the Autauga WHERAS, the Autauga County Commission is need of advice as to whether the County  appointed! byt the Autauga County Commission and Prattville City Council; and  County Commission; and  Commission has the authority to remove previously appointed board members, and performance ofofficial acts that the County Commission must perform.  WHEREAS, the Autauga County  is in need of advice necessary to the present  NOW THEREFORE BE ITI RESOLVED that the Autauga County Commission directs the County Attorney, Kyle C. Shirley, to request an Attorney General opinion for guidance on the County Commission's Authority and role regarding concerns with the Prattville-Autauga Public  Library. RESOLUTION NO. 2023-33  WHEREAS, the Autauga County Commission has been approved for funding assistance from the Alabama Department of Economic and Community Affairs (ADECA) through the Land and' Water Conservation Fund (LWCF) program for LWCF Project WHEREAS, the County oftenr requires professional engineering assistance inp preparing preliminary information requiredi inl LWCF grant applications as well as final design and inspection services for any successtully awarded LWCF grant; and WHEREAS, the Autauga County Commission is a member oft the Central. Alabama Regional Planning and Development Commission (CARPDC) that provides its member governments with al broad range ofp programs and services; and WHEREAS, CARPDC solicited engineering proposals on behalf ofi its member governments inc order to establish a Qualified List of Engineers that may be used byi its member govemments int the Central Alabama Region tov work on! LWCF related projects; and WHEREAS, the Autauga County Commission has elected to utilize said Qualified List of Engineers in ordert tos selecti individual firms tov work on specific grant projects. NOW, THEREFORE, BE IT RESOLVED by the County Commission of Autauga SECTION1. Allows for the county commission in any wet county to permit and regulate the sale of alcoholic beverages on Sunday after the hour of two o'clock a.m., for on premises or off-premises WHEREAS, Legislative Act 2023-071, codified as Code of Alabama 1975, $28-3-5 et seg. Grants the Autauga County Commission the authority to authorize the sale of draft or keg beer for on-premises or off-premises consumption and the authority to permit and regulate the sale of alcoholic beverages on Sunday after the hour of two o'clock a.m., for on premises or off-premises WHEREAS, the Autauga County Commission finds that it is in the best interest of the NOW THEREFORE BE IT RESOLVED that the Autauga County Commission adopts the attached Autauga County Sunday Sales and Draft Beer Ordinance to be exercised by Autauga  consumption, or both, as determined by the county commission; and  consumption, or both, as determined by the county commission; and Citizens oft the county to adopt and implement Sunday sales ofs alcohol.
