City Hall Fayette, Alabama November 14,2017 A regular meeting of the City Council of the City of Fayette met at 5:00 o'clock, p.m. on Upon roll call the following were found to be present: Mayor. Pro Tempore Cedric Wilson, Councilmembers Linda McCraw, Eddy Campbell, Jason Cowart and Jerry Nichols. Also present were Police Chief Danny Jenkins, City. Attorney Dale Lawrence, City Clerk Dawn Clapp and Fire ChiefTony November 14,2017, int the Council Chambers of the City Hall. Ellis. Mayor Ray Nelson and City Engineer Dewayne Roby were absent. The opening prayer was given by City Attorney Dalel Lawrence. Mayor Pro Tempore Cedric Wilson announced a quorum was present and the meeting was open for the transaction of business. GUEST APPEARING BEFORE COUNCIL 1. DENA MORRIS EASTER SEALSOF WEST ALABAMA Ms. Dena Morris from Easter Seals of West Alabama appeared before the Council: Ms. Morris spoke about what the Easter Seals does in the community. Ms. Morris is involved in the supportive employment program. She said the supportive employment program helps persons with disabilities find employment. She stated they also have a program that assists the individuals with getting to work. Job coaches help the individuals learn their duties and responsibilities of their job until they can operate and perform thej jobi independently. This program helps at least 100 individuals enter the workforce each year. Before the individual is placed in aj job with aj job coach, the individuals are assessed and evaluated to determine what jobi might be appropriate for them. APPROVALOF MINUTES Councilmember Cowart moved the minutes oft the regular meeting held on October 24, 2017, be approved. Upon the motion being seconded by Councilmember Nichols, the same was unanimously approved. REPORTOF PLANNING COMMISSION Mr. Bobby Avant reported on the public hearing of the Planning Commission concerning the request for the rezoning property near Haughton Acres from R-1 to R-3. He stated the Planning Commission helda aj public hearing and voted on whether to recommend the rezoning of the property to the City Council. Two members of the Planning Commission voted to recommend the rezoning and four members voted against it. He said based on the vote, the Planning Commission did not recommend that thej property be rezoned. PARADE. PERMIT Mayor Pro Tempore Wilson presented to the Council a request for a parade permit for the Christmas Parade to bel held onl December 4, 2017. Councilmember Cowart moved the permit be granted. Upon the motion being seconded by Councilmember Campbell, the same was unanimously approved. Police Chief Danny Jenkins presented the police report for the month of October 2017. The report was as follows: 33i incidents investigated; 14a accidents; 331 traffic citations; and 21 arrests. Police Chief Danny Jenkins stated that they are putting together an informational meeting to Fire Chief Tony Ellis presented the fire report for the month of October 2017. The Fire POLICE] DEPARTMENT REPORT discuss basics safety measures for churches. FIREDEPARTMENTI REPORT Department received 170 calls. DAYLIGHT SAVINGSTIME Councilmember Cowart suggested that the Council consider the possibility of adopting a resolution concerning having Daylight Savings Time year around and present the resolution to State Representative South, State Senator Reeda and Governor Ivey. Upon the motion Councilmember Nichols moved the Park & Recreation financial statement be approved. Upon the City Clerk Dawn Clapp reported for the month of October, the City received $196,691.00 in non- designated sales tax. She reported the Vaf sales tax for the hospital generated $33,216.00. She stated the City received $7,276.001 in alcohol taxes. This amount was $980.00 less than this time last year. being seconded by Councilmember Campbell, the same was unanimously approved. APPROVAL OF PARK & RECREATIONI FINANCIAL STATEMENT motion being seconded by Councilmember McCraw, the same was unanimously approved. REPORTOFCIYCERK REPORTOFCOUNCILMEMBER COWART Councilmember Cowart reported that he had received a letter from someone in the community who objected to the City supporting the hospital through the 1/2f sales tax. Councilmember Cowart said thet tax helped tol keepl healthcare in the City. ADJOURNMENT There being no further business to come before the Council, upon the motion to adjourn being made by Councilmember Nichols and seconded by Councilmember Cowart, the same was unanimously approved.
