City Hall Fayette, Alabama December 21,2018 A special meeting of the City Council of the City of Fayette met at 12:15 o'clock, p.m. on Upon roll call the following were found to be present: Mayor Ray Nelson, Councilmembers Lindal McCraw, Eddy Campbell and Cedric Wilson. Also present were Police Chief Danny Jenkins, City Attorney Dale Lawrence, City Clerk Dawn Clapp, and Fire Chief Shannon Taylor. Councilmembers December 21,2018, at the Civic Center. Jason Cowart and. Jerry Nichols were absent. The opening prayer was given by Mr. Eddy Campbell. Mayor Nelson announced a quorum was present and the meeting was open for the transaction of Councilmember Wilson moved the minutes oft the work session held on November 26, 2018, and the minutes of the regular meeting held on November 27, 2018, be approved. Upon the motion being business. APPROVAL OF MINUTES seconded by Councilmember McCraw, the same was unanimously approved. HIRINGOFI POLICEOFFICER Police Chief Danny Jenkins recommended the Mayor hire Mr. Jessie Finch to fill the vacancy created when Officer Jared. Taylor left the Police Department. Mr. Finch is currently employed by the Gordo Police Department and is APOST certified. Chief Jenkins explained because Officer Finch had. completed the Police Academy less than two years ago, the City would have to reimburse the Town of Gordo the cost ofl his police academy training. Councilmember Wilson moved that the Council consent to Mayor Nelson hiring Mr. Jessie Finch as a police officer. Upon the motion being seconded by Councilmember Campbell, the same was unanimously approved. OUCEDIPASIMENIAEORT FIRE DEPARTMENTI REPORT Police Chief Danny Jenkins presented the police report for the month of November 2018. The report was as follows: 22 incidents investigated; 11 accidents; 971 traffic citations; and 18 arrests. Fire Chief Shannon Taylor presented the fire report for the month of November 2018. The Fire Mayor Nelson stated the fuel terminal at the City Shop is 25 years old. The terminal is used by the City, the Gas Board and the Water Board. One oft the features of the terminal is it could keep up with how muchi fuel the Gas Board and' Water Board used. This feature ist no longer working. The City bills the Gas Board and the Water Board for the fuel they use. Mayor Nelson said he had requested the Gas Board and Water Board each pay one-third oft the cost ofa new fuel terminal. The estimated cost for a new fuel Department received 21 calls. FUELTERMINAL terminal is approximately $28,000.00. CITY ENGINEER POSITION Mayor Nelson informed the Council he was investigating the feasibility of having a part-time Mayor Nelson reported ont the estimates for the spot paving andj patching project on 5th Street, 251 Street, 10th Street and3 3rd Street. The most expensive street to pavei is2 25th Street. Mayor Nelson stated he City Engineer. SPOTI PAVINGANDI PATCHING PROJECT was meeting witht the State Highway Director on. January 3, 2019. FAYETTEH HOUSING. AUTHORITY APPOINTMENT Mayor Nelson announced. he was appointing Ms. Sharon Wilson Morgan to the Fayette Housing Authority Board to replace Mr. Charles Langley, Sr., who had resigned. Mayor Nelson stated thel Fayette Housing Authority Board recommended Ms. Morgan be appointed. REPORTOFCTYCLERK City Clerk Dawn Clapp reported for the month of November, the City received $200,143.00 in sales tax. She statedt the City received $8,552.00 in alcohol taxes. PUBLICHEARING City Attorney Dale Lawrence informed the Council the Municipal Housing Code Abatement Board had determined the below described building was unsafe to the extent that it created a public nuisance and had notified the owners of the building the nuisance should be abated. He said the time had run for the nuisances to be abated and it had not been. The Council set a public hearing for January 22, 2019 at 5:00 p.m., to determine the extent the below listed property creates aj public nuisance and requires further action by the City to abate.
